Toronto Parking Authority - 2018 Audited Financial Statements
This report presents the audited financial statements for the year ended December 31, 2018 to the Toronto Parking Authority Board for approval and provides highlights of the 2018 financial results. PricewaterhouseCoopers LLP (PwC) has substantially completed their audit of the Toronto Parking Authority's financial statements for the year ended December 31, 2018. A draft of these financial statements, along with a copy of PwC's year-end report to the Board of Directors, is attached. Our audit partner, Terri McKinnon, will be attending the May 10, 2019 Board meeting to provide an update on the status of their work as well as a summary on significant accounting and financial reporting matters dealt with during the audit process.

Amendments to Toronto Parking Authority Policy Resolution 4-1 (Appendix 4) - Leave of Absence
The Toronto Parking Authority (TPA) has established a range of Board-enacted policies which form the guiding principles and procedures by which it operates. Changes were made effective December 3, 2017 to the Employment Standards Act (ESA) and to the Employment Insurance Act (EIA) which require a review and amendment to policy provisions relating to pregnancy and parental leave and their associated benefits. TPA Policy Resolution 4-1 (Appendix 4) - Leave of Absence was most recently reviewed by the Board at its meeting of April 24, 2017. Under the ESA, amendments were made to provide an extended parental leave up to 61 weeks following pregnancy leave and up to 63 weeks for parents who do not take pregnancy leave. With the amendments to the ESA, Employment Insurance (EI) parental benefits can be received at a lower EI benefit rate over an extended period of time, for up to 61 weeks. Beginning on March 17, 2019, parents who agree to share EI parental benefits can receive an additional five weeks of standard EI parental benefits or eight weeks of extended EI parental benefits. In order to comply with the legislative changes for pregnancy and parental leave under the ESA and extended EI parental benefits, we propose changes to TPA Policy Resolution 4-1 (Appendix 4) - Leave of Absence.

Approved amendments to Toronto Parking Authority Policy Resolution 4-1 (Appendix 4) - Leave of Absence, outlined in Appendix A to the report (April 26, 2019) from the Acting President, Toronto Parking Authority, and directed staff to enact this Policy Resolution, as amended.

The Canadian National Exhibition Association's (CNEA) legislation provides that the Municipal Section of the CNEA Board shall include one representative named and appointed annually by the Toronto Parking Authority (TPA). The TPA representative is nominated by the TPA Board annually for a term of one year. Historically, the new term of the CNEA would commence in the fall of each calendar year, but recently the term has been changed to the spring of each year. The CNEA has requested that the TPA's representative attend their Annual General Meeting to be held on Wednesday, June 5, 2019. See Appendix A - Notice of Appointment.

Call Number: Request for Quotation Number RFQ2019-01 Description: The non-exclusive supply and delivery of pavement marking services for TPA's outdoor surface parking lots from the date of award for a term of two years, plus one optional two-year extension as required by the TPA. Should the option be exercised, then the Director of Operations will request the Vice President of Operations to process the renewals under the same terms and conditions. TPA's Finance and Operations groups developed the scope of work and documents for the RFQ call to include all technical requirements, material, and labour to provide pavement marking, including lines and painted symbols for all TPA and TTC outdoor lots. The Tender consists of Sub-Schedule 1 covering the years 2019 and optional 2021 and Sub-Schedule 2 for years 2020 and optional 2022. a. Sub-Schedule 1 includes 12,972 parking spaces. The car parks have been divided into eight groups. The eighth group is for TTC parking lots; b. Sub-Schedule 2 includes 11,765 parking spaces. The car parks have been divided into nine groups. The eighth and ninth groups (TTC Part A and Part B) are for TTC parking lots; and c. The intent is to have all of the pavement marking work completed as soon as the weather and local conditions permit to maximize the benefit of pavement marking. The call documents were posted publicly on the MERX public tendering network on January 14, 2019. One subsequent Addendum was issued and the call closed on February 13, 2019. Three bids were received and considered.
