This report recommends that City Council state its intention to designate the property at 55 Lake Shore Boulevard East under Part IV, Section 29 of the Ontario Heritage Act. The property at 55 Lake Shore Boulevard East (including entrance addresses at 33, 43, and 53 Freeland Street and 2 Cooper Street) contains the Liquor Control Board of Ontario (LCBO) headquarters (1954), comprising the adjoining office building and warehouse. The complex occupies most of the city block bounded by Lake Shore Boulevard East (north), Cooper Street (east), Queen's Quay East (south) and Freeland Street (west). It was listed on the City of Toronto Inventory of Heritage Properties (now known as the City of Toronto's Heritage Register) in 2005. In 2016, the provincial heritage site was sold by the Government of Ontario. Following further research and evaluation, it has been determined that the property at 55 Lake Shore Boulevard East meets Ontario Regulation 9/06, the criteria prescribed for municipal designation under Part IV, Section 29 of the Ontario Heritage Act. A mixed-use development is proposed for the listed heritage property at 55 Lake Shore Boulevard East. The Province and the City's Official Plan policies seek the conservation of cultural heritage resources. The Local Planning Appeal Tribunal approved the Official Plan and Zoning By-law Amendment application for the project in 2019 and the project is currently going through the Site Plan Approval process. The development involves the retention of the LCBO office building and the partial retention of the adjoining warehouse on the site. The Reasons for Designation will further inform the ongoing Site Plan Approval process for the property.
The Toronto Preservation Board recommends to the Toronto and East York Community Council that: 1. Intention to Designate under Part IV, Section 29 of the Ontario Heritage Act - 100 Simcoe Street
This report recommends that City Council state its intention to designate the property at 100 Simcoe Street under Part IV, Section 29 of the Ontario Heritage Act. The property was included on the City of Toronto's Heritage Register on March 9, 2017. Located on the west side of Simcoe Street between Pearl and Adelaide streets in the King-Spadina neighbourhood, the property contains an early-20th century industrial complex with Edwardian Classical styling that was constructed in two phases and originally occupied by Rolph and Clark Limited (forerunners to Rolph-Clark-Stone Limited), lithographers, graphic designers and stationery manufacturers. In its setting with the neighbouring heritage buildings on King, Adelaide, Duncan and Pearl streets, the Rolph and Clark Limited Building anchors the eastern area of King-Spadina. Following further research and evaluation, it has been determined that the property meets Ontario Regulation 9/06, which sets out the criteria prescribed for municipal designation under Part IV, Section 29 of the Ontario Heritage Act, for its design/physical, historical/associative and contextual value. The Province and the City's policies seek the conservation of cultural heritage resources. Designation supports conservation as it enables City Council to review alterations to the site, enforce heritage property standards and maintenance, and refuse demolition.

Intention to Designate under Part IV, Section 29 of the Ontario Heritage Act - 41 Spadina Road
This report recommends that City Council state its intention to designate under Part IV, Section 29 of the Ontario Heritage Act the listed heritage property, an apartment building, located at 41 Spadina Road (including the entrance addresses at 45 Spadina Road), known as Spadina Gardens for its design, associative and contextual value. Spadina Gardens is one of Toronto's earliest apartment buildings. Constructed in 1905-6, it is representative of a new housing type that responded to the City's growing population demands and provided rental accommodation for a more inclusive range of householders. Designed by the prolific Toronto architect, Arthur Richard Denison (1857-1923) in the Edwardian Classical style, its apartment layouts have proved to be an enduring alternative to the single family house. For the past century, its residents have included leaders from the City's arts, political and financial communities. Anchoring the south-east corner of Lowther Avenue and Spadina Road, the property's low-rise scale, architectural detail, and landscaped setting set an important precedent as it increased density while maintaining the character of the surrounding Annex neighbourhood. Spadina Gardens' cultural heritage value was recognized as early as 1979, when it was listed on the City of Toronto's Heritage Inventory. Following city staff's additional research and evaluation under Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation, it has been determined that the property at 41 Spadina Road merits designation under Part IV Section 29 of the Ontario Heritage Act for its design, associative and contextual value. The property is included within the boundary of the West Annex Phase 2 Heritage Conservation District (HCD) study area authorized by City Council in 2018. The individual designation of the Spadina Gardens apartment building at 41 Spadina Road would identify all of the property's cultural heritage values and heritage attributes including interior features which shall be conserved. Designation enables City Council to review proposed alterations for the property, enforce heritage property standards and maintenance, and refuse demolition.

This report recommends that the three properties at 96-98 Superior Avenue and 214 Queens Avenue be included on the City of Toronto's Heritage Register and that City Council state its intention to designate the property at 98 Superior Avenue under Part IV, Section 29 of the Ontario Heritage Act. Located on the west side of Superior and Queens avenues at the convergence of the two streets, just south of Cavell Avenue and the CN railway, the three subject properties contain a fine, unique collection of early-20th century stone cottages in the Mimico area. Staff have determined that all three properties have cultural heritage value and recommend that City Council include the properties at 96-98 Superior Avenue and 214 Queens Avenue on the City of Toronto's Heritage Register. The property at 98 Superior Avenue has design value as a well-designed house-form building constructed in 1923 that incorporates elements of the British-inspired Cottage style with its symmetrically-arranged principal elevation and stone cladding. The property represents one dwelling in a fine collection of three stone cottages (along with 96 Superior Avenue and 214 Queens Avenue) that is unique in the Mimico area. The Province and the City's policies seek the conservation of cultural heritage resources. The property at 98 Superior Avenue is the subject of a Committee of Adjustment application, which was deferred at the August 2020 meeting at the request of both the local councillor and the Senior Manager, Heritage Planning, to allow time for staff to research and evaluate the property for cultural heritage value. Subsequently an application to demolish the existing building on the property at 98 Superior Avenue was submitted to Toronto Building Department on November 2, 2020. Designation supports conservation of the property as it enables City Council to refuse demolition.

This report recommends that City Council include nine properties with cultural heritage value on the City of Toronto's Heritage Register. These properties were identified as warranting further evaluation through the Cabbagetown Southwest Heritage Conservation District (HCD) Study, completed and endorsed by the Toronto Preservation Board in 2019. The properties were located within the Cabbagetown HCD Study Area, however fall within a portion of the study area that was subsequently excluded from the proposed Cabbagetown Southwest HCD. All of these properties meet Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation, which the City also applies when assessing properties for its Heritage Register. The listing of non-designated properties with cultural heritage value on the Heritage Register will extend interim protection from demolition, should a development or demolition application be submitted. Heritage Impact Assessments (HIA) are required for development applications that affect listed and designated properties. Listing provides an opportunity for City Council to determine whether the property warrants conservation through designation under the Ontario Heritage Act.

This report recommends that City Council include 162 properties with cultural heritage value on the City of Toronto's Heritage Register. These properties were identified through the Dundas Street West and Roncesvalles Avenue Built Form Study, completed and adopted by City Council in 2018, and which was subsequently appealed and subject to settlement at the Local Planning Appeal Tribunal. All of these properties meet Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation, which the City also applies when assessing properties for its Heritage Register. Roncesvalles Avenue and Dundas Street West are two significant commercial main streets in the west end of Toronto which have historically and continue to serve the surrounding community with a vibrant and varied mix of uses. Roncesvalles Avenue developed in the late 19th and early 20th centuries as transportation infrastructure drew residents to the adjacent neighbourhoods, while Dundas Street West's development can be traced back to its initial purpose as a major arterial road heading westward out of the city and connecting to other communities along the north shore of Lake Ontario. The area's historic context reflects waves of development and settlement, and supports a lively and dynamic streetscape composed of commercial main street buildings, adaptively reused houses, apartment buildings, and institutions. The listing of non-designated properties with cultural heritage value on the Heritage Register will extend interim protection from demolition, should a development or demolition application be submitted. Heritage Impact Assessments (HIA) are required for development applications that affect listed and designated properties. This report recommends that City Council include 325 properties identified in Recommendations 1 and 2 of this report on the City of Toronto's Heritage Register. The properties are all located within the West Queen West and Parkdale Main Street Areas and were identified through the Queen Street West Planning Study, which resulted in the Official Plan Amendment No.445 (Site and Area Specific Policy No. 566) that was adopted by City Council in September 2020. OPA 445 was developed through a collaborative consultation process alongside the West Queen West HCD Study, to ensure that the OPA 445 and future HCD Plans function in a co-ordinated manner to support a vibrant, livable, walkable and sustainable main street in the West Queen West and Parkdale Main Street Areas. The West Queen West Area is an important historic main street in Toronto, and has an historic context that reflects the western expansion of the growing city and the irregular subdivision and development of the privately-owned park lots to the north and the publicly-owned Garrison Reserves to the south. The street has maintained a strong sense of place and character, functioning as both a main street as well as an arts and design district. The Parkdale Main Street Area is an important civic and commercial centre with an historic context that reflects the rapid growth and development of the Town of Parkdale with the construction of the North Parkdale Station and supports the present-day community of Parkdale as it continues to support diverse main street activities and a distinct sense of place for the neighbourhood. The properties being recommended for inclusion on the City's Heritage Register were initially identified as contributing to the cultural heritage value of the area during the West Queen West Heritage Conservation District Study (HCD) report which was accepted by the Toronto Preservation Board in June 2017 and endorsed for the preparation of the West Queen West Heritage Conservation District Plan and the Parkdale Main Street Heritage Conservation District Plan. The HCD Plans are currently under development by City Planning and we anticipate their release in Q1 2021. The multiple-listing process is an efficient and effective practice to recognize properties that are believed to be of cultural heritage value and which provide people with a sense of place in their neighbourhood. All of the recommended listed properties meet one or more of the provincial criteria for determining cultural heritage value or interest for designation under Part IV of the Ontario Heritage Act, which the City applies when assessing properties for inclusion on the City's Heritage Register. Non-designated listed properties do not have any protection under the Ontario Heritage Act, except insofar as an owner must give Council at least 60 days' notice of their intention to demolish or remove a structure on the property. This allows the municipality time to decide whether to move forward with designation of the property under Part IV of the Ontario Heritage Act.

Inclusion on the City of Toronto's Heritage Register - Ossington Avenue Properties
This report recommends that City Council include 38 properties with cultural heritage value on the City of Toronto's Heritage Register. The majority of these properties were identified through the Ossington Avenue Planning Study, completed and adopted by City Council in 2013, and which came into force following a decision from the Ontario Municipal Board in 2014. The remaining properties were identified by Staff when refining the Ossington Avenue Historic Context Statement. Many of these properties were nominated to Toronto and East York Community Council in 2015 for heritage evaluation to determine whether they merit inclusion on the Heritage Register. Ossington Avenue, between Queen Street West and Dundas Street West, is an historic main street that was previously part of the Dundas Street highway and a major arterial road heading westward from the Town of York and, later, City of Toronto. Its present-day context is defined by a prevalence of main street commercial row and block building types, with institutional uses at its southern point and an evolving contemporary urban character. All of these properties meet Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation, which the City also applies when assessing properties for its Heritage Register. The listing of non-designated properties with cultural heritage value on the Heritage Register will extend interim protection from demolition, should a development or demolition application be submitted. Heritage Impact Assessments (HIA) are required for development applications that affect listed and designated properties. Listing provides an opportunity for City Council to determine whether the property warrants conservation through designation under the Ontario Heritage Act.

Inclusion on the City of Toronto's Heritage Register - Forest Hill Village Properties
This report recommends that City Council include 16 properties with cultural heritage value on the City of Toronto's Heritage Register. These properties were identified through the Forest Hill Village Urban Design Guidelines study, completed and adopted by City Council in 2015. All properties identified within the heritage survey area have been reviewed for changes since the survey was completed. The properties being recommended for inclusion within this report have all been determined to have contextual value, at minimum. Additional cultural heritage values could be determined through further evaluation. A Historic Context Statement was developed building upon work completed for the urban design study to provide an understanding of the themes and periods of development within the study area. It also related properties to one another in order to inform the identification of buildings and landscapes with cultural heritage value. The Village of Forest Hill was established as a bedroom community for middle- and upper-middle class residents in the 1920s, which actively put limits to industrial uses in the village. Forest Hill Village's centre, a historic context that has largely remained to the present day, is characterized by a concentration of commercial uses around the four corners of Spadina Road and Lonsdale Avenue, providing convenience goods for the residents of Forest Hill. The listing of non-designated properties with cultural heritage value on the Heritage Register will extend interim protection from demolition, should a development or demolition application be submitted. Heritage Impact Assessments (HIA) are required for development applications that affect listed and designated properties. Listing provides an opportunity for City Council to determine whether the property warrants conservation through designation under the Ontario Heritage Act. All of these properties meet Ontario Regulation 9/06, the provincial criteria prescribed for municipal designation, which the City also applies when assessing properties for its Heritage Register.

Inclusion on the City of Toronto's Heritage Register - King-Parliament Area Properties
This report recommends that City Council include 257 properties with cultural heritage value on the City of Toronto's Heritage Register. These properties were identified through the King-Parliament Secondary Plan Review, and included in the proposed King-Parliament Secondary Plan report to City Council in October 2019. Staff undertook a Cultural Heritage Resource Assessment (CHRA) of the Secondary Plan Area, and prepared an historic context statement and heritage survey to identify existing and potential heritage properties. This review did not include the area included within the Council-adopted St. Lawrence Neighbourhood Heritage Conservation District (HCD), or the proposed Distillery District HCD. The King-Parliament area includes some of Toronto's oldest neighbourhoods and commercial and industrial areas. Within its boundaries are cultural heritage resources, including built heritage, cultural heritage landscapes, and archaeology that reflect the long evolution of the area, from ancient Indigenous habitation through the late-18th century founding of the Town of York, to the present day. The contemporary road network and built form of the area reflects its evolution from a primarily residential and commercial area in the first half of the 19th century, to a commercial and industrial area with pockets of working class housing by the end of the 20th century. The listing of non-designated properties with cultural heritage value on the Heritage Register will extend interim protection from demolition, should a development or demolition application be submitted. This report recommends that City Council include 165 properties with cultural heritage value on the City of Toronto's Heritage Register. These properties were identified through the Danforth Avenue Planning Study (Coxwell Avenue to Victoria Park Avenue) - Official Plan Amendment 420 adopted by Council in 2018 and is now in force as of February 2020 following mediation at the LPAT on December 4 and 5, 2019. Danforth Avenue, from Coxwell Avenue to just east of Woodbine Avenue, is defined by a largely intact early twentieth-century streetscape, characterized by a predominantly main street building type - rows of two-storey brick storefront buildings articulated by intermittent three-storey block buildings. The consistency of this streetscape is a result of its rapid development over a short period of time in the 1910s and 1920s due the annexation of this portion of Danforth Avenue in 1909, the expansion of streetcar service to the area in 1913, the sale of large parts of the Clergy Reserve in the same year, and the completion of the Prince Edward Viaduct over the Don River in 1918. Including non-designated properties in the municipal register is a means to identify properties that have cultural heritage value or interest to the community. The listing of non-designated properties with cultural heritage value on the Heritage Register will extend interim protection from demolition, should a development or demolition application be submitted.
