Parks, Forestry and Recreation Registration and Booking Transformation Project
Parks, Forestry and Recreation is replacing its registration and booking software in the fourth quarter of 2024. Staff presented at the January 31, 2024 meeting and received feedback from the advisory committee. The purpose of this presentation is to provide an update on the gender data collection in the registration and booking system.
The Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee: 1. Requested Parks, Forestry and Recreation staff to consider removing the option of "transsexual" and add "transperson" to the registration and booking software gender options. 2. Requested Parks, Forestry and Recreation staff to consider removing the option of "FTM (female-to-male)" from the registration and booking software gender options. 3. Requested Parks, Forestry and Recreation staff to consider removing the option of "MTF (male-to-female)" from the registration and booking software gender options. 4. Requested Parks, Forestry and Recreation staff to consider reporting back on additional changes to the gender options in the registration and booking software systems.

This presentation provides an inter-divisional update, as directed by 2021.EX26.14 . Staff will present on steps taken to review Divisional booking policies, procedures, guidelines, and complaints processes for permitted use of City facilities, and provide updates and next steps toward strengthening City permitting administration. This is a presentation co-led by Parks, Forestry and Recreation, Economic Development And Culture, Corporate Real Estate Management, and Transportation Services.

The Terms of Reference for the Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee state that the Committee will hold up to four meetings per year at the call of the Chair or Vice-Chair on the delegation of the Chair. On July 24 and 25, 2024, City Council considered Item CC20.11 and adopted the meeting schedule for 2025 for City Council and its Committees. The schedule of meetings for the Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee has been developed to avoid dates, whenever possible, that conflict with the approved City Council schedule; and to avoid days of cultural or religious significance. Updating All of City of Toronto Relationship Frameworks to include Gender Inclusive Language
This motion seeks to recommend the Executive Committee to direct the City Manager to update all City of Toronto relationship frameworks to contain gender-neutral language. This includes not only the replacement of gender-specific language but also a thorough review of all underlying assumptions that may inadvertently reinforce binary assumptions about gender. Gendered language, though traditionally used, marginalises certain communities, and exclude others from conversations. By updating our relationship frameworks to employ gender-neutral language, we are taking a significant step towards ensuring our city is inclusive and respects the identities of all individuals. The City of Toronto prides itself on its diversity, inclusivity, and commitment to equality. This step is a critical part of the ongoing effort to ensure that our policies, procedures, and conduct reflect these values. By making this change, we are setting a positive example for other municipalities, organisations, and businesses-demonstrating that inclusive language should not be an add-on, but a fundamental part of how we communicate.
