Current Economic Development and Culture Initiatives with Community
The Policy Development Officer, Economic Development and Culture, will give a presentation on the current initiatives with 2SLGBTQ+ communities and seek the Committee Members' advice on the Cultural Districts Program Proposal and engagement.

The Director, Equity and Human Rights and the City Librarian, will provide an update to the Committee on the recommendations in Item EX26.14, Reviewing City of Toronto Policies Governing the Use of Libraries and City Facilities by Individuals and Groups Promoting Intolerance or Discrimination.
The Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee recommends that: 1. City Council request the Toronto Public Library Board to request the City Librarian, in consultation with the Director, Equity and Human Rights, to explore opportunities to expand upon the Toronto Public Library trans affirming care benefit package to other City of Toronto departments. 2. City Council request the Toronto Public Library Board to include in their 2023 budget submission, an increase to the Toronto Public Library budget for improvements to 2SLGBTQI collections and a Rainbow Presence in every library in the Toronto Public Library system.

Feasibility of Establishing a City of Toronto Unit Responsible for 2SLGBTQ+ Issues
Currently, many of the equity-deserving groups included in the Equity Lens Toolkit that was presented to our Committee have a dedicated Unit or Office (e.g., Indigenous Affairs Office, Gender Equity Unit, Confronting Anti-Black Racism Unit); however, this appears to be lacking with respect to 2SLGBTQ+ communities. Having dedicated staff support is necessary to: a. enable follow through on the recommendations made by our Committee; b. ensure that individual 2SLGBTQ+-identified City employees are not informally called upon to do the work of representing 2SLGBTQ+ communities; c. allow for collaboration with other equity Units and Offices to allow for an intersectional approach to issues that impact diversely situated members of our communities; and d. support sustainability of 2SLGBTQ+-related initiatives, for example, through changes in government.
The Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee recommend that: 1. City Council request the City Manager to investigate the feasibility of having a dedicated City of Toronto Unit responsible for 2SLGBTQ+ issues, and report their findings back to either the Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee or the Executive Committee, as appropriate, by the second quarter of 2023.

I have been made aware of situations where homophobia and neglect, in the name of religious beliefs, is happening in one of the City of Toronto 10 long-term care homes, and is tragically affecting the daily lives of the 2SLGBTQI+ Seniors who reside in that establishment. It has also come to my attention that the 2SLGBTQI+ training tool kit - "Diversity our Strength" is not being used in the City's 10 long-term care homes. The tool kit was originally developed (in 2008 and "refreshed" in 2017) with input from The 519, Rainbow Health, Sherbourne Health and the Toronto Senior Pride Network, to train all staff in the City's 10 long-term care homes, on how to work with and care for 2SLGBTQI+ Seniors. I ask for your support to ensure that all staff in the City's 10 long-term care homes are trained using the tool kit - Leading and Learning with Pride - and the training is mandatory with an accountability mechanism to monitor the training.
The Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee recommends that: 1. City Council direct the General Manager, Seniors Services and Long-Term Care to: a. ensure that the "The Leading and Learning with Pride - A Tool Kit to Support 2SLGBTQI+ Seniors'' is implemented in City long-term care homes; b. provide mandatory 2SLGBTQI+ cultural competency training, based on the "Leading and Learning with Pride - A Tool Kit to Support 2SLGBTQI+ Seniors", to staff of the City's long-term care homes; c. develop an accountability mechanism to monitor the training set out in Part b above; and d. secure the necessary funds to ensure the training of all staff of the City's long-term care homes. 2. City Council direct the General Manager, Seniors Services and Long-Term Care to report back to the Two-Spirit, Lesbian, Gay, Bisexual, Transgender and Queer Advisory Committee, or the Executive Committee, as appropriate, by the third quarter of 2023.
