CreateTO Financial and Signing Authorities
The purpose of this report is to recommend for approval amendments in signing authority for CreateTO, as per Attachment 1 due to certain management changes at CreateTO.
The Board of Directors of CreateTO: 1. Approved the amended signing authority, as set out in Attachment 1 to the report (January 16, 2023) from the Chief Executive Officer, CreateTO.

2023 Schedule of CreateTO Meetings
In accordance with Board of Directors of CreateTO Procedure By-law, the Board determines the place in Toronto, day and hour of its regular meetings and the schedule of those meetings shall be publicly available by the first meeting of the Board in each calendar year. City Council on November 23 and 24, 2022 approved the 2023 schedule of meetings for City Council and its Committees. The schedule of meetings for CreateTO has been developed to avoid dates, whenever possible, that conflict with the approved City Council schedule; and to avoid meetings on days of cultural or religious significance. The following meetings of the Board of Directors of CreateTO have been scheduled for 2023: Monday, February 6, 2023 at 1:30 p.m. Monday, March 27, 2023 at 1:30 p.m. Monday, April 24, 2023 at 2:00 p.m. Tuesday, June 20, 2023 at 1:30 p.m. Tuesday, July 25, 2023 at 1:30 p.m. Thursday, October 5, 2023 at 1:30 p.m. Thursday, November 14, 2023 at 1:30 p.m.

On January 30, 2019, City Council approved a signature affordable housing program, the "Housing Now Initiative," to leverage City-owned land for the purpose of creating new, mixed-use, mixed-income communities near transit. Through the Initiative, 11 properties were initially identified for development, with the potential to create a total of 10,000 new residential units. On May 28, 2020, Council approved the addition of six more sites to the Housing Now Initiative with the potential to create 1,455 to 1,700 additional residential units. On October 28, 2021 Planning and Housing Committee endorsed four Phase Three sites which were endorsed by Council on November 9th and 10th. These sites are estimated to add between 1,150 and 1,400 net new homes. A further six Pipeline Sites were also endorsed by Council for preliminary due diligence. The Housing Now Initiative is coordinated through a Steering Committee composed of senior staff from the Housing Secretariat, City Planning and CreateTO. The purpose of this report is to provide the CreateTO Board of Directors with a broad status update on the progress made to-date on activating the 21 properties and future pipeline sites.

Directed the Confidential Attachment 1 to the report (January 25, 2023) from the Chief Executive Officer, CreateTO remain confidential as it relates to a proposed or pending disposition of land by the Board of Directors of CreateTO and the City of Toronto, contains financial information supplied in confidence to the CreateTO Board which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a number of organizations, and relates to a position, plan or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the Board of Directors of CreateTO and the City.

The Board of Directors of CreateTO direct the Confidential Attachment 1 remain confidential as it relates to a proposed or pending disposition of land by the Board of Directors of CreateTO and the City of Toronto, contains financial information supplied in confidence to the CreateTO Board which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a number of organizations, and relates to a position, plan or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the Board of Directors of CreateTO and the City.

City Council on July 19, 20, 21 and 22, 2022, adopted this Item, and has forwarded the Item and Confidential Attachment 1 to the report (June 27, 2022) from the Executive Director, Corporate Real Estate Management to the CreateTO Board and the Toronto Transit Commission Board for their information and City Council has requested the CreateTO Board and the Toronto Transit Commission Board to keep Confidential Attachment 1 to the report (June 27, 2022) from the Executive Director, Corporate Real Estate Management confidential until the conditions specified in Part 3 of City Council's decision are met.

The Board of Directors of CreateTO: 1. Adopted the confidential recommendation in Confidential Attachment 1 to the report (January 23, 2023) from the Chief Executive Officer, CreateTO, as amended in closed session. 2. Directed that Confidential Attachment 1 to the report (January 23, 2023) from the Chief Executive Officer, CreateTO remain confidential in its entirety as it relates to labour relations and employee negotiations.
