In recognition of the urgent need to expedite efforts to transform Toronto's housing system, this report provides the Board of Directors, CreateTO with a broad update of 2026 housing-related priority work items: - Sites Under Construction (6 sites) - Sites with Secured Proponents (4 sites) - Sites in a Market Offering Process (1 sites) - Sites that have Received Initial Planning Approvals (8 sites) - Sites Undergoing Initial Planning Approvals (4 sites) - Sites Managed by Other City Partners (2 sites) A full list of projects can be found in Attachment 1 - Housing Tracker. In response to City Council direction through EX25.1 , in May 2026 the Housing Development Office will be bringing forward a three-year workplan and prioritization of the Toronto Builds portfolio to the Planning and Housing Committee.

CreateTO 2025 Financial Results
As the City of Toronto's real estate agency, CreateTO applies a strategic city-wide lens to Toronto's real estate holdings, develops City buildings and lands for municipal purposes and delivers real estate solutions to advance City Council's key public policy goals and meet the program needs of City divisions, agencies, and corporations. CreateTO is a self-sustaining agency and operates on a net zero basis to the City of Toronto. Toronto has more than 8,400 properties within its real estate portfolio. CreateTO offers creative and strategic approaches to solving some of our city's most pressing challenges, from building affordable homes and inclusive communities, to creating cultural and employment opportunities, driving economic prosperity, achieving our climate goals, and increasing our collective quality of life. For the year ending December 31, 2025, KPMG LLP conducted the audit and delivered a clean audit opinion. Please refer to Attachment 1 for KPMG LLP's audit findings report and Attachment 2 for the audited financial statements.
The Board of Directors of CreateTO: 1. Received for information KPMG LLP's audit findings report, in Attachment 1 of the report (April 13, 2026) from the Chief Executive Officer. 2. Approved CreateTO's 2025 Audited Financial Statements, in Attachment 2 of the report (April 13, 2026) from the Chief Executive Officer. 3. Recommended that City Council approve CreateTO's 2025 Audited Financial Statements, in Attachment 2 of the report (April 13, 2026) from the Chief Executive Officer. 4. Directed the City Clerk to hold back on transmitting the CreateTO 2025 Financial Results to City Council for approval until such time as Build Toronto Inc. and Toronto Port Lands Company Financial Statements are submitted to City Council for approval. 5. Directed the City Clerk to hold back on transmitting the CreateTO 2025 Annual Report, included as Attachment 1 to the report (April 23, 2026) from the Chief Executive Officer to City Council for approval until such time as Build Toronto Inc. and Toronto Port Lands Company Financial Statements are submitted to City Council for approval.

At its meeting on March 30, 2026, the CreateTO - Human Resources Committee considered Item RD2.1 and made recommendations to Board of Directors, CreateTO.
The Board of Directors of CreateTO: 1. Approved the confidential recommendation from the CreateTO Human Resources Committee, attached to the letter (March 30, 2026) from the CreateTO Human Resources Committee. 2. Directed that the confidential recommendation, attached to the letter (March 30, 2026) from the CreateTO Human Resources Committee, remain confidential in its entirety as it relates to personal information of an identifiable individual, including a municipal or local board employee 3. Directed that the confidential recommendation (February 20, 2026) from the CreateTO Human Resources Committee and the confidential information (March 6, 2026) presented by the Vice President, People and Culture in closed session, attached to the letter (March 6, 2026) from the Board of Directors of CreateTO on 2025 Performance Appraisal - Chief Executive Officer, remain confidential in their entirety as they relates to personal information of an identifiable individual, including a municipal or local board employee.

The Board of Directors, CreateTO direct that the confidential recommendation, attached to motion 1a by Chair Allison Mendes, from the CreateTO Human Resources Committee remain confidential in its entirety as it relates to personal information of an identifiable individual, including a municipal or local board employee. 3. The Board of Directors, CreateTO direct the Vice President, People and Culture, CreateTO, in consultation with the Committee Chair, CreateTO Human Resources Committee and the Chair, Board of Directors, CreateTO, to hire an external consultant to: a. undertake an independent and comprehensive review of options for a merit adjustment structure for the Chief Executive Officer; and b. present a report, including recommendations, with respect to Part 4.a. to the CreateTO Human Resources Committee. 5. The Board of Directors, CreateTO direct the CreateTO Human Resources Committee to report back to the Board at its November 10, 2026, meeting with a recommended merit adjustment structure for the Chief Executive Officer as part of their overall compensation package.

At its meeting on March 30, 2026, the CreateTO - Human Resources Committee considered Item RD2.2 and made recommendations to Board of Directors, CreateTO.
The Board of Directors of CreateTO: 1. Approved in principle the revised 2026 annual objectives for the Chief Executive Officer, CreateTO as detailed in Confidential Attachment 1 to the Report (February 23, 2026) from the Chief Executive Officer, and requested the Chief Executive Officer to report back to the Board of Directors of CreateTO at its next meeting with specific metrics, where applicable, to evaluate the achievement of the objectives. 2.
