Third Quarter Financial Results
For the nine months ending September 30, 2021, CreateTO gross expenditures are $0.58 million favourable compared to budget. Annual expenditures are expected to be favourable by $0.25 million compared with the approved budget of $14.6 million gross, $0 net.

On January 30, 2019, City Council approved a signature affordable housing program, the "Housing Now Initiative," to leverage City-owned land for the purpose of creating new, mixed-use, mixed-income communities near transit. Through the Initiative, 11 properties were initially identified for development, with the potential to create a total of 10,000 new residential units. On May 28, 2020, Council approved the addition of six more sites to the Housing Now Initiative with the potential to create 1,455 to 1,700 additional residential units. On October 28, 2021 Planning and Housing Committee endorsed four Phase Three sites which will be considered by Council on November 9th and 10th. These sites are estimated to add between 1,150 and 1,400 net new homes, including between 450 to 600 affordable rental homes. The Housing Now Initiative is coordinated through a Steering Committee composed of senior staff from the Housing Secretariat, City Planning and CreateTO. The purpose of this report is to provide the CreateTO Board of Directors with a broad status update on the progress made to-date on activating the 17 properties.
The Board of Directors of CreateTO: 1. Requested the Vice President, Development, CreateTO to report to the Board to outline and confirm how all new buildings will achieve net zero carbon emissions or Tier 3, Version 4 of the Toronto Green Standard.

Housing Now Business Case for 150 Queens Wharf Road
This report recommends that the CreateTO Board of Directors endorse the business case and market offering for the Phase 2 Housing Now site located at 150 Queens Wharf Road. This 0.38 acre site is currently vacant land and represents the last remaining undeveloped site in the railway lands. The site is located on the north side of Fort York Boulevard, south of the Union Station Rail Corridor and east of Bathurst Street. Immediately west of the subject site is the future Lower Garrison Creek Park. The site is within easy walking distance of both surface transit and cycling networks. The 150 Queens Wharf Road development will further benefit from Metrolinx's planned Spadina-Front Station, a part of their GO Regional Express Rail Expansion Program as a new stop on the GO Transit Barrie line, to be located at the southwest corner of Front Street and Spadina Avenue. CreateTO staff retained a consultant team to prepare the requisite due diligence work including a development concept for this site in order to advance the City-initiated rezoning and market offering process. CreateTO staff worked with City staff including City Planning, the Housing Secretariat, the local Councillor, and the local community in order to gain consensus on a development concept. The final development concept includes a 29-storey building with a total of 282 residential units and a minimum of 3,229 square feet of non-residential space on the ground floor designated for an EarlyON center. The built form has been designed to maximize the opportunity for new market and affordable rental housing on the site. The concept animates the site enhancing the public realm and allowing for a pedestrian connection from Queens Wharf Road to the future Lower Garrison Creek Park. The intent is to bring this site to market in Q1 2022 to the non-profit housing community through the Housing Secretariat. Following the market offering process, CreateTO staff will report to the CreateTO Board on the proponent selection, prior to the Housing Secretariat finalizing legal agreements.

Release to market 150 Queens Wharf Road in the first quarter of 2022, including entering into agreements conditional on approval by relevant City authorities. b. Retain the services of a fairness monitor to oversee and ensure an open, fair and transparent market offering process. 2. Authorized the public release of the information in Confidential Attachments 1 and 2 to the report (November 5, 2021) from the Vice President, Development, CreateTO following the completion of the transactions contemplated in the business case and at the discretion of the Chief Executive Officer, CreateTO.

Status of Projects Involving Toronto Parking Authority Operated Parking Facilities - Update
On September 13, 2021, the Board of Directors of CreateTO reviewed a report entitled "City-Building Activities - Toronto Parking Authority Parking Facilities", from the Vice President, Portfolio Execution. This report included a Confidential Attachment that summarized the status of city-building activities involving Toronto Parking Authority (TPA) operated parking facilities. The purpose of the report was to provide an overall sense of the range of existing CreateTO projects that utilize current TPA operated parking facilities. The activities involving TPA operated parking facilities are primarily the outcome of previous City Council direction on advancing strategic programs (e.g. Housing Now, ModernTO, local Councillor-led initiatives, etc.), or in response to joint venture opportunities. As is consistent with the approach to date, Staff will advance analysis and strategic direction on these city-building activities and will report to the Board for feedback and final direction on each project once program and site-specific due diligence is completed. During the in-camera session of the September 13, 2021 meeting, Board members requested additional information on certain matters addressed in the Confidential Attachment. The requested information is contained in the Confidential Attachment to this report.

Parkdale Hub Project - Completion of Phase 2 Feasibility Study, Advancing to Phase 3
The purpose of this report is to provide the Board with an overview of the findings and recommendations of the Feasibility Study (Phase 2) for the Parkdale Hub project. CreateTO staff have been leading this work in collaboration with City divisional partners, at the direction of City Council. This report follows an initial information report and presentation to the CreateTO Board introducing the Parkdale Hub project at its meeting on May 11, 2021. This project represents a strong opportunity for CreateTO to lead a transformational city-building initiative that will deliver wide-ranging social, cultural and economic benefits to the Parkdale community, including: - The creation of new non-profit affordable rental housing; - The revitalization and expansion of the Masaryk-Cowan Community Recreation Centre; - The reconstruction and expansion of the Parkdale Library branch; - The ongoing delivery of Artscape's cultural hub program, which includes affordable live-work residences for artists; - The creation of new community space and design elements that will strategically connect programs, services and people - creating an integrated "Hub"; and - Significant enhancements to the public realm and the adaptive re-use of heritage buildings and improved connectivity with the adjacent properties. The second phase of the Feasibility Study included advancing architectural design work, a construction phasing strategy, environmental due diligence, negotiations for a strategic property acquisition, a preliminary civil engineering assessment, high-level costing analysis, and ongoing community and stakeholder engagement. The results of these activities are presented in this report and its attachments. Based on these findings, staff recommend that the project advance into Phase 3 - which would include a City-led rezoning process, the submission of a project business case to the CreateTO Board, and a competitive call for a non-profit housing development partner (led by the Housing Secretariat).

Recommends that City Council authorize the Chief Executive Officer, CreateTO, in consultation with the Executive Director, Corporate Real Estate Management, the Chief Planner, City Planning, the Executive Director, Housing Secretariat, the General Manager, Parks, Forestry and Recreation, the City Librarian, Toronto Public Library and the Executive Director, Social Development, Finance and Administration, to lead Phase 3 of the Parkdale Hub project, which will include: a. Preparation of design documents suitable to support a City-initiated rezoning process for the Parkdale Hub, including the Housing Now site(s), based on the Demonstration Plan prepared in Phase 2; b. The submission of a business case for the future Housing Now site(s) to the CreateTO Board; and c. The competitive procurement of a non-profit affordable rental housing development partner. 2. Directed the Vice President, Land and Development Planning, to pursue the Toronto Green Standard Version 4, Tier 2 for the potential Housing Now site(s) within the Parkdale Hub project. 3. Authorized the public release of Confidential Attachments 1, 2 and 3 to the report (November 8, 2021) from the Vice President, Land and Development Planning, CreateTO following the closing of all purchase and/or sale and/or transaction(s), as they pertain to a proposed or pending acquisition or sale of land for municipal or local board purposes and a position, plan, or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the City of Toronto. 4.
