The purpose of this report is to recommend for approval amendments in signing authority for CreateTO, as per attachment 1 due to certain management changes at CreateTO.

Third Quarter Financial Results
For the nine months ending September 30, 2019, CreateTO gross expenditures are $0.68 million favourable compared to budget. Annual expenditures are expected to be in line with the approved budget of $12.9 million gross, $0 net. Note: The initial 2019 Board approved budget of $ 12.8 million was increased to $ 12.9 million by a Council approved in-year budget adjustment for the Rail Deck Park resource (Item EX7.18, dated July 16, 2019).

CreateTO Strategic Plan - Status Update
CreateTO was launched on January 1, 2018 to manage the City's real estate portfolio, develop City buildings and lands for municipal purposes and provide real estate solutions to City divisions, agencies and corporations. As CreateTO approaches its second anniversary, CreateTO staff are in the process of preparing the agency's inaugural Multi-Year Strategic Plan. The Strategic Plan will establish CreateTO's overall strategic direction and communicate who we are, what we value, our key priorities and the actions we will take to deliver on our mandate over the coming years. The Chief Executive Officer will provide a status update on the emerging directions for this plan, including the following: - Vision, Mission and Values; - Strategic Priorities, which drive results for our stakeholders; and - Organization Priorities, which enable our performance. In early 2020, staff will bring forward the Multi-Year Strategic Plan for Board consideration that builds on these directions and provides more information on our priorities, resources, benchmarks and how we will track our progress as an agency.

Relocation of the Etobicoke Civic Centre - Update and Next Steps
The purpose of this report is to inform the Board of Directors of CreateTO (the "Board") and City Council regarding the results of the work completed for Phase Two of the Major Capital Project Approval Process and to request City Council approval to proceed with Phase Three at a cost of $26.13 million, including Detail Design, Contract Documents and Tender. Upon receipt of a positive recommendation by the Board, this report will be transmitted to City Council for approval. This report seeks to reinforce the Board and City Councils commitment to relocate the existing, outdated Etobicoke Civic Centre ("ECC") to the Westwood Theatre Lands ("WTL") as an integral City Building initiative. The establishment of this new civic centre will provide much needed services for a growing West District and act as a catalyst for revitalization of the Etobicoke City Centre. Additional social, economic, and financial benefits include: - New civic and community infrastructure, including a recreation centre, library, childcare, and public square; - Replacement of the existing old, functionally obsolete and costly ECC facility; - Positioning of municipal services at a transit hub, improving access for residents, staff and visitors; - Improved public realm through internationally renowned, state of the art design; - Support for TransformTO by building a Net-Zero community and incorporation of district energy systems; - Support for ModernTO with efficient municipal office spaces and redistribution of jobs to Etobicoke; - Prudent financial plan with significant funding contributed from unlocking underutilized City-owned land in the West District. In November 2017, City Council accepted the selection of the winning design for the new ECC and directed staff to proceed with Phase Two of the Major Capital Project Approval Process ("Phase Two"). Completed Phase Two activities include stakeholder consultations, detailed building program, site investigation, schematic design, class C cost estimates and updated project budget schedule. Details respecting these activities are provided in this report. If approved by Council, CreateTO, in consultation with City staff, will proceed to Phase Three of the Major Capital Project Approval Process ("Phase Three"), which includes Detail Design, Contract Documents and Tender. Staff will report back to the Board and City Council in Q4 2021 with the results of the Phase Three work, including tendered cost estimates, proposed funding model, and final business case for the overall project with the recommended contract award.
The Board of Directors of CreateTO recommends that: 1. City Council authorize CreateTO to proceed with Phase Three of the Major Capital Project Approval Process, including Detail Design, Contract Documents and Tender, in consultation with the Deputy City Manager, Corporate Services. 2. City Council direct the Deputy City Manager, Corporate Services, the Chief Financial Officer and Treasurer, and CreateTO to review opportunities to address the projected capital funding gap through future year budget processes, including the following options: a. exchange the use of unplanned office space in the new Etobicoke Civic Centre to the Toronto District School Board in return for the Toronto District School Board lands adjacent to the existing Etobicoke Civic Centre; b. identify third-party tenants to occupy unplanned office space in new Etobicoke Civic Centre and the potential to use such revenue sources to secure recoverable debt; c. identify other sources of capital including grants and financing programs available from the Provincial and Federal Governments; and d. maximize density opportunities within the appropriate City Planning context on City-owned property at Bloor/Islington, Westwood Theatre Lands, and current Etobicoke Civic Centre. 3. City Council direct the Deputy City Manager, Corporate Services, in collaboration with CreateTO, to apply ModernTO standards in planning office space requirements at the new Etobicoke Civic Centre. 4. City Council direct the Deputy City Manager, Corporate Services and CreateTO to consult with relevant stakeholders regarding the Etobicoke Civic Centre relocation initiative, including members of the Etobicoke-York Community Council and impacted City Divisions, Agencies and Corporations. 5. City Council direct CreateTO, in consultation with the Deputy City Manager, Corporate Services, to report back to the CreateTO Board and City Council in the fourth quarter of 2021 on the results of the Phase Three work, including tendered cost estimates, proposed funding model, and final business case including complete financials for the overall project with the recommended contract award.

On January 31, 2019, City Council approved a signature affordable housing initiative, "the Housing Now Initiative," to leverage City-owned land for the purpose of creating new mixed-use, mixed-income communities. Through the initiative, 11 properties were identified for development, with the potential to create a total of 10,000 new residential units. City Council set development targets for these properties of at least one-third affordable rental, one-third market rental, and no more than one-third ownership housing. The Housing Now initiative is coordinated through a Steering Committee comprised of senior staff from the Housing Secretariat, City Planning and CreateTO. The first four properties deemed most ready for market offering by the Steering Committee are: 140 Merton St., 777 Victoria Park Ave, 705 Warden Ave., and 50 Wilson Heights Blvd. On January 31, 2019 Council delegated approval of the business case, market offering process and proposed transaction for each property to the Deputy City Manager, Corporate Services and the Chief Financial Officer and Treasurer with the concurrence of the Executive Director, Housing Secretariat and the Board of Directors of CreateTO. In September 2019 the CreateTO Board of Directors and the Deputy City Manager, Corporate Services and the Chief Financial Officer and Treasurer endorsed the business cases and market offering process for the first four properties and the establishment of a Reserve Account that will enable the City to capture any value generated from individual sites and cross-subsidize across the Housing Now portfolio. On October 15, 2019 CBRE launched the marketing program for three of the properties and bids are requested for December 10, 2019. We expect to review and negotiate a winning bid in January 2020. The Housing Secretariat will launch the marketing program for the fourth property, 140 Merton, on November 15, 2019 with bids requested by mid-January, 2020. This selected bid would then be presented to the Board of Directors and Senior City leadership for approval. City staff will present necessary official plan and zoning amendments and draft plans of subdivision related to the first four sites to the Planning and Housing Committee in November, December and January. Work is proceeding on preparing the remaining seven sites for market offering later in 2020. The next set of Housing Now properties are being identified.
