Golden Mile Secondary Plan Study - Status Report
The City of Toronto has completed the Golden Mile Secondary Plan ("GMSP") Study for the lands along Eglinton Avenue East that are generally bounded by Ashtonbee Road/ the Gatineau Hydro Corridor to the north, an irregular boundary to the south, Birchmount Road to the east, and Victoria Park Avenue/Cranborne Drive/O'Connor Drive to the west. The 113-hectare Study area includes five (5) Eglinton Crosstown Light Rail Transit ("ECLRT") stops and is predominantly located within Wards 20 and 21 of the Scarborough District, with approximately 4.3 hectares of lands on the west side of Victoria Park Avenue within Ward 16 of the North York District (refer to Attachment 1: Golden Mile Secondary Plan Study Area Boundary). The Secondary Plan establishes a planning framework for future development in the Golden Mile area that sets out the long-term vision for a complete, liveable, connected, responsive, and prosperous mixed-use community. The purpose of this report is to introduce the proposed policies for the Secondary Plan for the Golden Mile (the "Secondary Plan") to provide the public with additional time to review the Secondary Plan prior to the Statutory Public Meeting, considering the current health emergency and proposed virtual meeting format. The Statutory Public Meeting will be held virtually at Scarborough Community Council on July 17, 2020. The Statutory Public Meeting Notice shall provide particulars on participating and commenting on the Secondary Plan.

Directed Attachments 1 and 2 to the report (May 27, 2020) from the Director, Community Planning, Scarborough District, containing proposed amendments to the Official Plan policies for the Golden Mile Area, including the Golden Mile Secondary Plan be made available to the public and considered at a Statutory Public Meeting to be held on July 17, 2020.

This report provides information and identifies a preliminary set of issues regarding the application located at 411 Victoria Park Avenue and 2510 and 2530 Gerrard Street East. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.
The Scarborough Community Council: 1. Directed staff to schedule a community consultation meeting for the application located at 411 Victoria Park Avenue and 2510 and 2530 Gerrard Street East together with the Ward Councillor. 2. Directed that staff provide Notice for the community consultation meeting to landowners and residents within 120 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

This report provides information and identifies a preliminary set of issues regarding the application located at 1960 Eglinton Avenue East ("Cosmetica lands"), which is located within the Golden Mile Secondary Plan ("GMSP") study area. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment.
The Scarborough Community Council directed that: 1. Staff process the application concurrently with, and within the context of, the Golden Mile Secondary Plan Study. 2. The application be considered by Scarborough Community Council concurrently or following Scarborough Community Council's consideration of the Golden Mile Secondary Plan. 3. Within the context of the ongoing development of the Golden Mile Secondary Plan, staff be authorized to: a. Schedule a community consultation meeting for the lands at 1960 Eglinton Avenue East, together with the Ward Councillor; and b. Provide notice for a community consultation meeting to be given to landowners and residents within 120 metres of the site and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

Application to Remove a Private Tree - 20 Shirley Crescent
This report requests that City Council deny the request for a permit to remove one privately owned tree located at 20 Shirley Crescent. The application indicates the reasons for removal are to address concerns that the tree's roots are causing multiple leaks in the foundation of the house, and that the tree has outgrown its current location. The subject tree is a silver maple (Acer saccharinum), measuring 156 cm in diameter. The Tree By-law does not support the removal of this tree as it is healthy and maintainable.

Request for Traffic Study - Coronation Drive Area
2683517 Ontario Inc. (the proponent) is seeking provincial Environmental Compliance Approvals (ECAs) to operate an organics processing centre and anaerobic digester facility at 633 Coronation Drive. The proponent has not submitted a development application to the City of Toronto. The local community is strongly opposed to this facility. The Ward 25 Council Office has received over a hundred personalized emails opposing the project, as well a petition signed by over 4,200 individuals. The local Council Office was notified about the proposal by residents who received an undated letter from the proponent. The Council Office was not consulted or briefed about the proposal prior to these letters being circulated. Although this letter had no circulation date, recipients were advised to respond to the Ministry of the Environment Conservation and Parks (MECP) within 15-days of receipt. The notice did not even advise the community about the Environmental Registry of Ontario (ERO), where they could review, submit comments and share thoughts on the proposal's environmental impact. On May 19, 2020, the Councillor for Ward 25 wrote to the Minister of Environment, Conservation and Parks requesting the Province require the proponent to have a public meeting, engage with community stakeholders and conduct a traffic assessment. These actions are critical so local residents and stakeholders can submit informed comments through the MECP's ERO review process. In response to public and stakeholder feedback, the Province extended the ERO comment period to June 23, 2020. Local residents have concerns particularly rooted with an increase of transportation trucks on residential streets, increased noise and risk towards children in our neighbourhood. The local community would like to know the potential impacts of this project on truck traffic through the area. There are also concerns by the community about the type of vehicles being used to transport organic waste to the facility and if there is potential for open-top vehicles to spill organic waste in the community.
The Scarborough Community Council recommends that: 1. City Council request the City Manager write to the Minister of Environment, Conservation and Parks requesting the Province to require 2683517 Ontario Inc. complete a traffic study as part of its Environmental Compliance Approval applications and request the Province to consider the results as part of the approvals process; and further request that the review of this traffic study be completed in co-ordination with City of Toronto Transportation Services staff.
