This report provides information and identifies a preliminary set of issues regarding applications for Zoning By-law Amendment and Rental Housing Demolition to permit the redevelopment of the lands at 65 to 99 Silver Springs Boulevard. The applications propose to demolish seven 2-storey apartment blocks, the retention of two 9-storey apartment buildings and construction of three new apartment buildings ranging in heights of 6, 16 and 22 storeys and three new blocks of stacked back-to-back townhouses. Staff are currently reviewing the applications, which have been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting on the applications with the Ward Councillor.

This report provides information and identifies a preliminary set of issues regarding the application to permit a 12-storey mixed-use building on the subject property at 3150 Eglinton Avenue East. Staff are currently reviewing the application, which has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Assumption of Services - Registered Plan 66M-2523 - 60 Bennett Road - Greengate Village Limited
This report requests Council's authority for the City to assume the municipal road and services installed under the terms of the Subdivision Agreement between Greengate Village Limited and City of Toronto relating to registered Plan of Subdivision 66M-2523.
Scarborough Community Council recommends that: 1. City Council assume the services installed within Woodgrove Drive and that the City formally assume the road within the Plan of Subdivision 66M-2523. 2. City Council authorize the City Solicitor to release the performance guarantee held with respect to the municipal services in accordance with the Subdivision Agreement. 3. City Council direct that an assumption By-law be prepared to assume the public highway and municipal services within the Plan of Subdivision 66M-2523. 4. City Council authorize and direct the City Solicitor to register the assumption By-law in the Land Registry Office, at the expense of the Owner. 5. City Council authorize the appropriate City Officials to take the necessary action to give effect to City Council's decision. 6. City Council authorize the appropriate City Officials to transfer ownership of the street lighting system constructed within the Plan of Subdivision 66M-2523 to Toronto Hydro Energy Services Inc.

Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

Designated part, or those parts of the private road or roads shown on the site plan filed with the Fire Chief in respect of the municipal addresses set out below, as fire routes pursuant to Municipal Code Chapter 880 - Fire Routes - 168 to 184 Clonmore Drive and 2050 Bridletowne Circle. 2. Authorized the Fire Chief and City Solicitor to take the appropriate action to make a designated Fire Route.

Compulsory Stop Control - McMillan Avenue and Fergalea Avenue
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services recommends stop control for the minor street at the uncontrolled three-way intersection of McMillan Avenue and Fergalea Avenue in order to clearly define the right-of-way and to regulate traffic flow.

Right-Turn and U-Turn Prohibitions - Military Trail and Ellesmere Road
As the Toronto Transit Commission operates a transit service on Military Trail, City Council approval of this report is required. Transportation Services is requesting approval to prohibit northbound and southbound right-turn movements at all times at Military Trail and Ellesmere Road. These prohibitions are recommended as a result of plans to close the existing right-turn channels to facilitate the installation of accessible pedestrian signals (APS) and improve the pedestrian facilities within the existing intersection.
Scarborough Community Council recommends that: 1. City Council prohibit northbound and southbound right-turns at the intersection of Military Trail and Ellesmere Road. 2. City Council prohibit northbound U-turns at all times on Military Trail, between Ellesmere Road and Morningside Avenue. 3. City Council prohibit southbound U-turns at all times on Military Trail, between Ellesmere Road and Conlins Road/Lash Court.
