To obtain Scarborough Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.
The Scarborough Community Council: 1. Designated that part or those parts of the private road or roads shown on the site plans filed with the Fire Chief in respect of the municipal address set out below, as a fire route pursuant to Municipal Code Chapter 880 - Fire Routes - 781 Victoria Park Avenue. 2. Authorized the Fire Chief and City Solicitor to take the appropriate action to make a designated Fire Route.

Temporary Closure of Dowry Street
The purpose of this motion is to request a temporary closure of Dowry Street. A permanent road closure by Metrolinx was approved in 2018, Agenda Item History - 2018.SC32.40, while Metrolinx completes the work necessary for the permanent closure, the community has requested I expediate a temporary closure of Dowry Street until the permanent closure by Metrolinx is completed. Currently, vehicles are using this dead-end portion of Dowry Street to drop off and pick up GO passengers, causing traffic chaos and creating unsafe conditions for vulnerable road users accessing Agincourt GO.
The Scarborough Community Council: 1. Authorized the temporary closure of Dowry Street to vehicular traffic between a point 15 metres west of the east end of Dowry Street and a point 44.1 metres further west, from September 18, 2025, until such time that Metrolinx can design and deliver the permanent road closure to facilitate pedestrian and cycling infrastructure improvements to Agincourt GO Station. 2. Directed the City Solicitor to introduce the necessary bills to give effect to Scarborough Community Council's decision.

Following the November 1, 2024 Scarborough Community Council meeting, additional context has been advanced which, on balance, justifies reconsideration of this matter.

Kingston Road - Community Safety Zone
Community groups and members have consistently raised concerns regarding traffic safety along Kingston Road, particularly in the stretch between Valhalla Boulevard and Birchmount Road. This corridor serves as a major arterial route with high vehicle volumes and speeds, while also functioning as an important pedestrian and cycling link for residents, schools, and local businesses. The area is home to key community institutions, including the Royal Canadian Legion Branch 13 and Birch Cliff Public School. Both generate significant pedestrian activity, with seniors, veterans, students, and families frequently crossing Kingston Road. The mix of heavy traffic volumes with vulnerable road users creates a heightened safety risk. Residents have voiced concerns about speeding, aggressive driving, and the challenges faced by children and seniors navigating this section of the road. Designating a Community Safety Zone provides an additional enforcement and deterrence tool, as it allows for increased penalties for traffic violations. This reinforces the City's commitment to protecting its most vulnerable road users and prioritizing safety over speed in high-risk areas. Community Safety Zones are intended to safeguard locations where there is a demonstrated need for enhanced protection. Establishing a zone on Kingston Road between Valhalla Boulevard and Birchmount Road will help mitigate risks, support the safe operation of nearby community facilities, and align with the broader goals of the City's Vision Zero Road Safety Plan.

Northview Avenue - Parking Amendments
In response to requests from residents of Northview Avenue, the Ward Councillor asked Transportation Services to review the feasibility of introducing overnight on-street permit parking. City staff subsequently completed the required study in July 2025, which confirmed that there was capacity to create permit parking spaces on the street. Following the study, a poll was mailed to residents between Victoria Park Avenue and Blantyre Avenue. Of the ballots returned, 35 of 58 were in favour, meeting the required threshold under Municipal Code Chapter 925. Based on these results, Scarborough Community Council adopted Item SC23.19 on June 5, 2025, authorizing overnight on-street permit parking on the odd (south) side of the street and prohibiting parking at all times on the north side. Since the adoption of SC23.19, residents have raised concerns that the number of available spaces is not sufficient to meet the community's parking needs. Many households do not have access to garages or private driveways, resulting in repeated overnight ticketing and ongoing challenges in finding legal parking. To address these concerns, this motion proposes to rescind the existing prohibition on the north side of Northview Avenue and authorize overnight on-street permit parking on the even (north) side from Victoria Park Avenue to Blantyre Avenue. This will provide additional regulated, equitably distributed spaces, while ensuring flexibility to accommodate accessibility needs where required. Without this motion, residents would continue to face significant challenges in accessing parking on their street, whereas approval establishes a transparent, regulated system that directly responds to concerns raised during consultations.
The Scarborough Community Council: 1. Rescinded the parking prohibition in effect at all times on the north side of Northview Avenue between Victoria Park Avenue and Blantyre Avenue. 2. Authorized parking by permit only from 12:01 a.m. to 7:00 a.m. daily on the even (north) side of Northview Avenue from Victoria Park Avenue to Blantyre Avenue.
