This application proposes to amend the Official Plan and Zoning By-law to permit the development of a 22-storey mixed-use building at 2993 to 3011 Sheppard Avenue East and 1800 to 1814 Pharmacy Avenue. The proposal contains 410 residential units along with commercial retail uses at grade along Sheppard Avenue East and Pharmacy Avenue. To facilitate the proposed development, an amendment to the Official Plan is proposed to redesignate the subject lands from Neighbourhoods to Mixed Use Areas and to establish a Site and Area Specific Policy to require that any future redevelopment contain a minimum of 1500 square metres of non-residential uses. A zoning by-law amendment is required in order to permit residential uses on the lands and to establish appropriate performance standards to facilitate this development. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The development would intensify lands located on a priority transit corridor, providing an appropriate range and mix of uses on a currently underutilized site. The proposed built form transitions in scale to the adjacent low-scale land uses. It would include a base building of an appropriate height and scale to create a pedestrian street wall that will support and animate the public realm along these major streets. If approved, it will be a further addition to the reurbanization of this future higher order transit corridor. This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law required to facilitate this development.

This application proposes to lift the holding Symbol (H) for the lands municipally known as 4097 Lawrence Avenue East and 197 to 201 Galloway Road. This amendment would allow for the development of the subject lands with a 12-storey (37.8 metre) residential building comprised of 228 dwelling units, of which 15 units are configured as townhouse units at the base of the building. The proposal includes 230 vehicular parking spaces within a 3 level underground garage and a total of 175 bicycle parking spaces on the ground level and in the parking garage. A holding provision was added to the lands through the enactment of site specific Zoning By-law 251-2022 to ensure outstanding sanitary servicing issues were resolved prior to development of the site. The Chief Engineer and Executive Director, Engineering and Construction Services has now been satisfied that the appropriate flow monitoring and downstream sanitary analysis was completed. This analysis demonstrated that the sufficient capacity exists in the City's municipal infrastructure to accommodate the sanitary flows generated by the proposed development. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). 54 to 62 Glen Everest Road - Zoning Amendment Application - Appeal Report
On April 6, 2021, a Zoning By-law Amendment application was submitted to permit the redevelopment of the subject lands with a 12-storey residential building with 427 units including 68 replacement rental units. The three existing low-rise residential rental buildings on the site a proposed to be demolished. A revised proposal was submitted on June 28, 2022 increasing the gross floor area to 32,901 square metres and reducing the total number of residential units to 414 units. On July 13, 2022, the Applicant appealed the application to the Ontario Land Tribunal (the "OLT") due to City Council not making a decision within the time frame legislated by the Planning Act. A separate application for rental housing demolition was also submitted to permit the demolition of 68 rental units located at 54, 58 and 62 Glen Everest Road but is not subject to the appeal. City Planning Staff do not support the application in its current form as issues related to the appropriate level of development on site, along with built form, massing and transition have not been adequately addressed. This report recommends that the City Solicitor, with the appropriate City staff, attend the OLT hearing to oppose the application in its current form. The report also recommends that staff be authorized to continue discussions with the Applicant to resolve outstanding issues.
Scarborough Community Council recommends that: 1. City Council direct the City Solicitor and appropriate City staff to attend the Ontario Land Tribunal in opposition to the current Zoning By-law Amendment application appeal for the lands at 54 to 62 Glen Everest Road. 2. City Council authorize the City Solicitor and appropriate City staff to continue discussions with the applicant to resolve the outstanding issues detailed in the report dated February 7, 2023 from the Acting Director, Community Planning, Scarborough District, and report back to City Council on the outcome of discussions, if necessary. 3. City Council has approved the Rental Housing Demolition Application 21 123167 ESC 20 RH under Chapter 667 of the Toronto Municipal Code pursuant to Section 111 of the City of Toronto Act, 2006 and, should City Council authorize the demolition, that the Applicant has entered into, and registered on title to the lands, an agreement pursuant to Section 111 of the City of Toronto Act securing the replacement of the existing rental dwelling units and rents, tenant assistance to mitigate hardship, and other rental related matters, all to the satisfaction of the City Solicitor and the Chief Planner and Executive Director, City Planning; c. the owner has provided confirmation of water, sanitary and stormwater capacity to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services, or it has been determined that a holding provision is required in the Zoning By-law amendment; d. the owner has entered into a financially secured Development Agreement for the construction of any improvements to the municipal infrastructure, should it be determined that upgrades are required to the infrastructure to support the development, according to the Site Servicing Review and Traffic Impact Study accepted by the Chief Engineer & Executive Director, Engineering and Construction Services; and e. the owner has addressed all outstanding issues raised by Development Engineering and Transportation Services as they relate to the Zoning By-law Amendment application to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services and the General Manager, Transportation Services. 5. City Council authorize the City Solicitor and City staff to take any necessary steps to implement City Council's decision.

U-Turn and Parking Amendments - Chartland Boulevard South
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that the existing school bus loading zone on the south side of Chartland Boulevard South, in front of Iroquois Junior Public School, be enhanced with a no standing prohibition east and west of the existing school bus loading zone, amending the duration time of the existing no stopping prohibition on the north side of Chartland Boulevard South and prohibit U-turn movements in the vicinity of this school zone. The proposed recommendations will improve the safe movement of the large number of school buses and further facilitate a safe student pick-up and drop-off activities of school children in front of this school zone.
Scarborough Community Council: 1. Rescinded the existing stopping prohibition in effect from 8:30 a.m. to 4:30 p.m., Monday to Friday, on the north side of Chartland Boulevard South, between a point 59 metres south of Hartleywood Drive and a point 160 metres southwest of Briarscross Boulevard. 2. Prohibited stopping to be in effect from 8:00 a.m. to 5:00 p.m., Monday to Friday, on the north side of Chartland Boulevard South, between Briarscross Boulevard and a point 88 metres northeast, and between Briarscross Boulevard and a point 173 metres southwest. 3. Prohibited standing to be in effect from 8:00 a.m. to 5:00 p.m., Monday to Friday, on the south side of Chartland Boulevard South, between Dibgate Boulevard and a point 66 metres northeast, and between a point 122 metres northeast of Dibgate Boulevard and a point 15 metres further northeast. 4.
