Application for Fence Exemption - 18 Greyabbey Trail
This staff report concerns a matter for which the Scarborough Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to consider an application by the owner(s) of 18 Greyabbey Trail to maintain a fence in the rear and side yards of the property. The fence that measures 2.4 meters high, exceeds the maximum allowable height of 2.0 meters as specified in the Toronto Municipal Code, Chapter 447-1.2.B(1) Table 1 - Maximum Height of Fences. A notice of violation was issued on June 8, 2021.
Scarborough Community Council: 1. Granted the application for an exemption permit, by the owner(s) of 18 Greyabbey Trail, to allow them to maintain the existing fence that measures 2.4 meters high. Directed and required that the existing fence be maintained in good repair without alteration. Directed and required that at such time as a replacement of the fence is required that such installation will comply with Municipal Code Chapter 447, Fences, or its successor by-law.

Municipal Licensing and Standards recommends that the Scarborough Community Council: 1. Refuse to grant the application for an exemption permit, by the owner(s) of 18 Greyabbey Trail, to allow them to maintain the existing fence that measures 2.4 meters high, which does not comply with the Toronto Municipal Code, Chapter 447, Fences, specifically section 447-1.2.B(1) Table 1 - Maximum Height of Fences. OR 2. Grant the application for an exemption permit, by the owner(s) of 18 Greyabbey Trail, to allow them to maintain the existing fence that measures 2.4 meters high. Direct and require that the existing fence be maintained in good repair without alteration. Direct and require that at such time as a replacement of the fence is required that such installation will comply with Municipal Code Chapter 447, Fences, or its successor by-law.

Application for Fence Exemption - 2 Josaly Drive
This staff report concerns a matter for which the Scarborough Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to consider an application by the owner(s) of 2 Josaly Drive for a site-specific Fence Exemption, pursuant to Section 447-1.2 A(1) Toronto Municipal Code, Chapter 447- Fences. The property owner is seeking Community Council's permission to keep a fence that is 2.65 meters (8ft 7in) which exceeds the maximum allowable height of 1.2 meters in a front yard and 2.0 meters on the flankage yard. A notice of violation was issued on March 29, 2022.
Scarborough Community Council: 1. Granted the application for a fence exemption permit (with or without conditions) to the property owners of 2 Josaly Drive, thereby allowing the existing fence to remain at 2.65 meters (8ft 7in). Directed and required that the installation be maintained in good repair without alteration. At such time as replacement of the fence is required that such installation will comply with Municipal Code Chapter 447, Fences, or its successor by-law.

Pedestrian safety on Gerrard Street East, between Victoria Park Avenue and Clonmore Drive
Dear Scarborough Community Council, With traffic and pedestrian safety being of utmost importance, over the years I have consistently advocated for safety to be prioritized by directing Transportation Services staff to conduct the necessary studies and to follow up with the necessary changes required to provide a safer environment for residents. Measures have been initiated along Clonmore Drive and Gerrard Street East, from Warden Avenue to Victoria Park Avenue, to improve traffic and pedestrian safety. Conditions continue to be assessed to determine additional improvements that will be part of future development in the area. In response to safety concerns raised by Ward 20 residents regarding the impact of future development on pedestrian safety at Victoria Park Avenue and Gerrard Street East, I am requesting that Transportation Services consult with my office to ensure pedestrian safety is thoroughly reviewed and addressed upon completion of the park portion of development. I ask that staff report back with proposed measures that align with the principles of the Vision Zero Road Safety Plan, which are consistently applied throughout the City of Toronto.
Scarborough Community Council: 1. Requested the General Manager, Transportation Services, in consultation with the Ward Councillor, to review and report back to Scarborough Community Council on the need for an additional protected pedestrian crossing on Gerrard Street East between Clonmore Drive and Blantyre Avenue, associated with the development at 411 Victoria Park Avenue and 2510 and 2530 Gerrard Street East. The review is to be undertaken upon completion of the future public park fronting on to Gerrard Street East between Clonmore Drive and Blantyre Avenue.

U-turn prohibition McNicoll Avenue immediately west of Kennedy Road
Dear Scarborough Community Council Chair and Members: In response to numerous concerns brought to my attention by members of the community, I am bringing forward a motion to Scarborough Community Council that would prohibit westbound U-turns on McNicoll Avenue west of Kennedy Road, in immediate area of 1881-1883 McNicoll Avenue. As the Toronto Transit Commission (TTC) service operates a transit service on McNicoll Avenue, City Council approval of this request is required. Repeated illegal U-turns at this location has become a safety hazard for drivers and pedestrians. I am asking the members of Scarborough Community Council to support my recommendation to prohibit westbound U-turns at this location.
Scarborough Community Council recommends that: 1. City Council prohibit westbound U-turn movements at all times on McNicoll Avenue, between the private access located approximately 200 metres west of Kennedy Road and a point 120 metres further west.

This local landmark, located in the Scarborough Town Centre, recognizes an array of past and present Scarborough residents, including those who have reached exceptional achievement in the arts, sports, sciences, humanities, health, and education. I am asking that the following motion be placed on the May 27th, 2022, Scarborough Community Council agenda and that members of the SCC receive this presentation for information.
