Chief Executive Officer’s Report
This report provides an update on the Toronto Atmospheric Fund initiatives with regard to Governance Matters, Staff and Operational Matters, and Strategic Programs.

The attached report presents the outcomes achieved during 2025. Progress against the Annual Plan is monitored throughout the year, every four months, to identify challenges or contextual changes and adapt activities as needed. Based on a top-level analysis nearly 80 percent of activities were completed as expected; 15 percent required pivots or were delayed; 2 percent were not initiated; and 3 percent were stalled or abandoned. In-depth retrospectives generated results and lessons learned which were used as an input to the 2026 Annual Plan.

The 2026 Annual Plan is submitted for Board review and approval. The plan is anchored by TAF's Strategic Directions 2024-2030 and structured around four Focus Areas representing the largest sources of carbon emissions in the Greater Toronto and Hamilton Area. The Annual Plan outlines Toronto Atmospheric Fund's long-range objectives organized by Focus Area, with in-year targets for 2026, and then specific activities and initiatives undertaken by teams across Toronto Atmospheric Fund in service of those targets.

City Council on November 12 and 13, 2025, adopted Item IE25.1 as amended and, in so doing, has requested the City's Agencies and Corporations to review the report of the Executive Director, Environment, Climate and Forestry and the General Manager, Solid Waste Management Services, dated October 15, 2025, titled "10-Year Circular Economy Road Map," including all attachments, along with City Council's directions, and adopt similar actions where possible.
