Amendments to Traffic Regulations for Speed Hump Installation on Brock Avenue
Item TE27.55 entitled "Speed Hump Installation on Brock Avenue" was adopted by Toronto and East York Community Council at its meeting on September 9, 2021. An omission in the recommendations has since been discovered and require correction. As such, a re-opening and amendment of the Item TE27.55 is required. The required amendments include reducing the existing speed limit of "40 km/hr, between Croatia Street and Bloor Street West" on Brock Avenue.
The Toronto and East York Community Council: 1. Re-opened Item TE27.55 entitled "Speed Hump Installation on Brock Avenue". 2. Amended Item TE27.55 by adding the following new Recommendation 3: "3. Speed Hump Installation on Turnberry Avenue
Residents reached out to my office in October 2019 with an urgent concern about speeding near General Mercer Public School after a child was hit while crossing the street at Turnberry Avenue and Old Weston Road. After hearing the various concerns and solutions put forward by residents, which were endorsed by the school, along with input from Traffic Operations it was proposed that traffic calming measures (speed humps) be installed as a method of improving school zone and general community safety. I am requesting that speed humps be installed on Turnberry Avenue from Old Weston Road to Silverthorn Avenue.
The Toronto and East York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on Turnberry Avenue from Old Weston Road to Silverthorn Avenue. 2. Directed the City Solicitor to prepare a by-law to alter sections of the roadway on Turnberry Avenue, for traffic calming purposes, generally as shown on the copy of Drawing No. 421G-3949, dated September 2021, from the Acting Director, Traffic Management, Transportation Services, Toronto and East York District.

Parking Amendments - Richardson Street
Richardson Street, within the East Bayfront Precinct, requires updated parking regulations to reflect the new development and street use achieved through ongoing revitalization of this waterfront area. The recommended parking regulations have been provided by City staff in consultation with area stakeholders.
The Toronto and East York Community Council: 1. Rescinded the existing maximum one-hour parking regulation in effect from 8:00 a.m. to 6:00 p.m., Monday to Sunday, on the west side of Richardson Street, between Queens Quay East and Lake Shore Boulevard East. 2. Rescinded the existing maximum one-hour parking regulation in effect from 8:00 a.m. to 6:00 p.m., Monday to Sunday, on the east side of Richardson Street, between Queens Quay East and a point 46 metres further north 3. Rescinded the existing parking prohibition in effect at all times, on the east side of Richardson Street, between a point 46 metres north of Queens Quay East and a point 54.1 metres further north. 4. Commercial Loading Zone - 133 Hazelton Avenue
Residents of 133 Hazelton Avenue have requested that a Commercial Loading Zone be installed on Hazelton Avenue, adjacent to their building. The building's driveway is covered, making it too small to accommodate large vehicles. This results in delivery and moving trucks illegally parking on Davenport Road, blocking the bike lane, car lane, or both, on a daily basis. A Commercial Loading Zone on Hazelton will allow for vehicles to safely pull over to conduct their business between the hours of 8am and 6pm. A Commercial Loading Zone is to be implemented and through application by the condominium at 133 Hazelton Avenue. The applicant is responsible for the estimated one-time installation fee of $250.00, plus the annual fee of $414.42 associated with the commercial loading zone.
The Toronto and East York Community Council: 1. Parking Amendments - Hudson Drive
This item is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended. Area residents requested amendments to parking regulations on the west side of Hudson Drive, north of St. Clair Avenue East, to improve sight lines and safety for pedestrians. Prohibiting standing at all times on the west side of Hudson Drive, between a point 35 metres north of St. Clair Avenue East and a point 50 metres further north, will deter parking within close proximity of the bend in roadway and improve sight lines. Transportation Services' staff have no objections to the proposed amendments.

Speed Limit Reductions on Welland Avenue, between Moore Avenue and St. Clair Avenue East
Residents in Moore Park have been contacting my office with respect to the dangerous road conditions in the neighbourhood due to the number of vehicles travelling at high speeds nearby a children's playground at Moorevale Park. Transportation Services agrees that lowering the speed limit on Welland between Moore Avenue and St Clair Avenue East will not only make the speed limit consistent with the rest of Welland which is 30, but the reduction will also make the situation safer for all road users, particularly the most vulnerable including children and cyclists (as the City has a sharrowed bike route along Welland).

Milverton Boulevard Additional Speed Hump
Milverton Boulevard is a residential street with two-way traffic. I have heard from residents of Milverton Boulevard about serious traffic safety concerns that threaten pedestrian safety and they contacted me to request an additional speed hump be installed on Milverton Boulevard between Coxwell Avenue and Monarch Park Avenue. In order to improve resident and pedestrian safety, the installation of an additional speed hump is being requested.

Residents have reached out to my office with concerns about road safety and speeding along Gainsborough Road and Newbold Avenue. My office polled the homes near the intersection of Gainsborough Road and Newbold Avenue, and 80% of residents supported creating an all way stop at this intersection. To keep making our community safer for all, I recommend installing an all-way stop at this intersection.

Change Parking Regulations on Foxbar Road to Facilitate the Installation of a Median
I am writing to request your support in changing parking regulations on Foxbar Road, south of St. Clair Ave West. This is to facilitate the installation of a median along the centreline on Foxbar Road to address long-standing traffic infiltration concerns and issues on Foxbar Road. This arrangement would lead to a loss of pay & display parking spots frequently used by visitors to the Bradgate Arms Retirement Residence. In order for the median to work without negative impacts on the retirement home, my office has worked with the developer's team at 129 St. Clair Ave W to open up parking space for commercial use at 129 St Clair Ave W to offset the loss of parking on the street. My office worked on this plan with Transportation Services, the Foxbar Neighbourhood Association (FNA), and Bradgate Arms, who have all confirmed their support. Bradgate Arms and the FNA have also issued letters of support to the Committee of Adjustment, which approved the variances on October 6, 2021, effectively paving the way for the construction of the median.

Gerrard Street and Carlaw Avenue - Heritage Designation Update
The Gerrard/Carlaw Heritage Plaque District is one of the premier commemorations of industrial history in our city and the city's first such designation. Additionally, the planning framework of the area continues to balance protecting employment with the residential pressures. One outstanding planning issue in this area is to finally complete the Heritage Evaluations for the existing buildings. I asked for an update on this work in 2019 but with it becoming clearer that the impact of the Ontario Line will be more expansive that originally anticipated, this work has become more urgent. I am asking for your support for this motion.

Realignment of Permit Parking Area 6G to exclude the development located at 319-321 Jarvis Street
A growing concern for residents in the Garden District has been the impact of new development on available permit parking spaces within the 6G area. New condominiums are approved under the assumption that sufficient parking will be available on-site. However, the city has received and granted parking permits to residents in newly constructed buildings within the 6G area that were not specifically omitted. Permit parking is meant primarily to allow residents who live in residential areas, where driveways and/or garages are not common, the ability to park their vehicle near their home. While underground parking is expensive to build, developers should be expected to provide enough capacity on site without impacting parking in the neighbourhood. The 6G area has 100 parking spots. On average, 75 of those are permitted, which allows spaces for those with accessible parking permits and temporary permits for contractors and visitors. There are currently six active or approved development applications within the 6G area, potentially representing over 2,500 new residential units. If steps are not taken, residents in the Garden District risk losing their access to permit parking. The development at 319-321 Jarvis Street is currently undergoing development. This motion seeks to remove the ability of future residents of 225 Jarvis Street to obtain permit parking in the 6G area.

Request for City Planning Comments on Ontario Line Transit Oriented Community Proposals
Infrastructure Ontario, a Provincial crown agency, is currently advancing five Transit Oriented Community (TOC) proposals for mixed-use development on lands associated with the Ontario Line near planned stations at Exhibition, King-Bathurst, Queen-Spadina, Corktown, and East Harbour. All of these TOC proposals are in rapidly-growing areas where communities, with local councillors and Planning staff, have extensive experience constructively managing change and growth to build complete neighbourhoods. In a number of critical instances there are also recently updated planning frameworks in place, or active City-building projects underway. However, the TOC proposals are not going through the typical process of submitting a re-zoning application to the City for each site, and as a result the standard steps of consultation and review have not automatically been initiated. That's why we are requesting City Planning staff bring forward an update, similar to a standard Preliminary Report on a re-zoning application, for each of these sites.

Requested the Director, Transit and Transportation Planning, City Planning, in consultation with the Executive Director of Transit Expansion Office, and the Director, Community Planning, Toronto and East York District, to report to the Toronto and East York Community Council meeting on November 24, 2021, with: a. preliminary planning comments, outstanding issues as well as opportunities to secure City priorities, and a summary of any public feedback received on each of the Transit Oriented Community proposals advanced by Infrastructure Ontario for the Ontario Line stations in the Toronto and East York District to date: Exhibition, King-Bathurst, Queen-Spadina, Corktown, and East Harbour; and b. recommendations for a City-led public engagement process, in consultation with local ward councillors, in the Toronto and East York District, for the Transit Oriented Community proposals. 2.
