City Council on January 30 and 31, 2019, adopted the following: 1. City Council amend the Active Benefits Plan for Management/Non-union employees effective January 1, 2019, to increase the entitlement for the services of a Psychologist from the current $300 per person per benefit year to $3,500 per person per benefit year, for management/non-union employees within Toronto Fire Services and Toronto Paramedic Services, as identified in Attachments 1 and 2 to the report (January 8, 2019) from the City Manager, and City Council direct the Psychologist benefit to also include reimbursement for the services of a Psychotherapist subject to the maximum level identified in City Council's decision.

2. City Council request the Executive Director, People, Equity and Human Rights, in consultation with the Director, Pension, Payroll and Employee Benefits, to conduct a thorough assessment on the suitability of the current mental health supports available to all City employees and to develop a strategy and action plan to address all identified issues and report back to the Executive Committee by the end of 2019.
