This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends that Cleanside Road be designated as a through highway, which will require all intersecting streets to stop at Cleanside Road. This report also recommends compulsory stop control on Fusilier Drive at Howe Avenue and Deans Drive at Howe Avenue in order to clearly define the right-of-way and to regulate traffic flow related to this new development.

The Acting Director, Traffic Management, Transportation Services, recommends that: 1. Scarborough Community Council designate Cleanside Road, from Warden Avenue to Pidgeon Street, as a through highway. 2. Scarborough Community Council authorize compulsory stop control for westbound Fusilier Drive at Howe Avenue. 3. Scarborough Community Council authorize compulsory stop control for eastbound Deans Drive at Howe Avenue.
