This application proposes to amend the Zoning By-law to permit the construction of a 3-storey mixed-use stacked townhouse building with 16 residential units and 1 commercial unit at 3686 - 3688 St. Clair Avenue East. A total gross floor area of 1,984 square metres is proposed resulting in a density of 1.83 times the area of the lot. The ground floor would include 2 single level residential units and 1 commercial unit on the south-west corner of the site.

The second and third floors would include 14 back-to-back two-level residential units. A total of 19 vehicular parking spaces are proposed and would be located at the rear of the property with driveway access from Vivian Road. A total of 10 bicycle parking spaces are proposed. The proposed development is consistent with the Provincial Policy Statement (2014) and conforms with the Growth Plan for the Greater Golden Horseshoe (2017). The proposed development conforms to the Official Plan policies for lands within a Mixed Use Areas designation and is compatible with and provides an appropriate transition to adjacent land uses. The three storey mixed-use building provides an appropriate level of intensification for the site. This report reviews and recommends approval of the application to amend the Zoning By-law.
