3686 - 3688 St. Clair Avenue East - Zoning By-law Amendment Application - Final Report
This application proposes to amend the Zoning By-law to permit the construction of a 3-storey mixed-use stacked townhouse building with 16 residential units and 1 commercial unit at 3686 - 3688 St. Clair Avenue East. A total gross floor area of 1,984 square metres is proposed resulting in a density of 1.83 times the area of the lot. The ground floor would include 2 single level residential units and 1 commercial unit on the south-west corner of the site. The second and third floors would include 14 back-to-back two-level residential units. A total of 19 vehicular parking spaces are proposed and would be located at the rear of the property with driveway access from Vivian Road. A total of 10 bicycle parking spaces are proposed. The proposed development is consistent with the Provincial Policy Statement (2014) and conforms with the Growth Plan for the Greater Golden Horseshoe (2017). The proposed development conforms to the Official Plan policies for lands within a Mixed Use Areas designation and is compatible with and provides an appropriate transition to adjacent land uses. The three storey mixed-use building provides an appropriate level of intensification for the site. This report reviews and recommends approval of the application to amend the Zoning By-law.

Zoning By-law Amendments to Implement the Line 2 East Subway Extension
This report proposes zoning by-law amendments to facilitate the delivery of the Line 2 East Subway Extension (L2EE) project. The purpose of these amendments is to provide relief from zoning by-law provisions related to transportation uses for lands to be acquired by the project and to address zoning compliance issues at properties where lands are required to be conveyed to accommodate L2EE project elements. The zoning by-law amendments in this report affect lands which will accommodate the L2EE project, including emergency exit buildings, traction power substations, the future Scarborough Centre subway station and bus terminal, and new installations at the existing Kennedy Station. The amendments apply to transportation uses only and are consistent with the City's zoning policies, and none of the proposed amendments reduce zoning permissions on abutting lands; nor will the amendments impact other uses permitted on properties affected by the amendments.

7437, 7439 and 7441 Kingston Road - Zoning Amendment Application - Preliminary Report
This report provides information and identifies a preliminary set of issues regarding the application located at 7437, 7439 and 7441 Kingston Road. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Intention to Designate Under Part IV, Section 29 of the Ontario Heritage Act - 3315 Midland Avenue
This report recommends that City Council state its intention to designate the property at 3315 Midland Avenue under Part IV, Section 29 of the Ontario Heritage Act. The subject property is located on the east side of Midland Avenue at the north-east corner with South Shields Avenue in the Agincourt neighbourhood and contains a one-and-a-half storey house dating to c. 1875. In 2006, City Council listed the property at 3315 Midland Avenue, containing a house historically known as the George L'Amoreaux farm house (c.1875), on the City of Toronto's Inventory of Heritage Properties (now known as the Heritage Register). The property has been identified as having archaeological potential in accordance with the City of Toronto's Archaeological Master Plan. Following research and evaluation, it has been determined that the property at 3315 Midland Avenue meets Ontario Regulation 9/06, the criteria prescribed for municipal designation under Part IV, Section 29 of the Ontario Heritage Act for its design, associative and contextual value. The owner of the property at 3315 Midland Avenue has submitted a Notice of Intention to demolish a listed heritage property under the Ontario Heritage Act. The application is incomplete. In accordance with Official Plan Heritage Policies, properties on the Heritage Register will be conserved and maintained. Designation enables City Council to review alterations to the site, enforce heritage property standards and maintenance, and refuse demolition.

The Acting Chief Planner and Executive Director, City Planning Division, recommends that: 1. City Council state its intention to designate the property at 3315 Midland Avenue under Part IV, Section 29 of the Ontario Heritage Act, in accordance with the Statement of Significance: 3315 Midland Avenue (Reasons for Designation) attached as Attachment 3 to the report (November 15, 2017) from the Acting Chief Planner and Executive Director, City Planning Division. 2. If there are no objections to the designation in accordance with the Ontario Heritage Act, City Council authorize the City Solicitor to introduce the necessary bill in Council. 3. If there are objections in accordance with the Ontario Heritage Act, City Council direct the City Clerk to refer the proposed designation to the Conservation Review Board. 4. If the designation is referred to the Conservation Review Board, City Council authorize the City Solicitor and appropriate staff to attend any hearing held by the Conservation Review Board in support of Council's decision to designate the property.

Designation of Fire Routes and amendment to Chapter 880 - Fire Routes - 3521 Finch Avenue East
To obtain Scarborough Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended. Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

In support of the City's Vision Zero Road Safety Plan, Transportation Services is requesting approval to alter the roadway at the intersections of Danforth Road and Warden Avenue, Danforth Road and Birchmount Road, Danforth Road and Kennedy Road, and Danforth Road and St. Clair Avenue East. The road alterations are proposed in order to improve safety and accessibility for pedestrians. The proposed alterations include the removal of right-turn channels at the four above-noted intersections and the removal of two bus lay-bys at Danforth Road and Warden Avenue to allow for the installation of accessible pedestrian signals (APS) at these intersections. As the Toronto Transit Commission (TTC) operates bus service on Danforth Road, City Council approval of this report is required. The work would be completed in 2019 in conjunction with road resurfacing on Danforth Road from Danforth Avenue to St Clair Avenue East.

Stopping Prohibition - Kingston Road at Harewood Avenue
An operational review conducted in 2015 at the intersection of Kingston Road and Harewood Avenue, recommended that parking be prohibited on Kingston Road at the southwest corner of the above-noted intersection by removing one parking spot from the parking lay-by. It was recently identified by Transportation staff that the distance of the parking prohibition was excessive and resulted in the loss of four on-street parking spaces. To prevent the loss of four on-street parking spaces, staff recommends changing the existing stopping prohibition at all times on the south side of Kingston Road between Harewood Avenue and a point 36 metres west to 21 metres west.

City Council rescind the existing stopping prohibition in effect at all times on the south side of Kingston Road, between a point 21 metres west of Harewood Avenue and a point 36 metres west of Harewood Avenue. 2. City Council authorize maximum one-hour parking at all times on the south side of Kingston Road, between a point 21 metres west of Harewood Avenue and a point 36 metres west of Harewood Avenue.

Eglinton Crosstown Light Rail Transit: Temporary Traffic Regulation Amendments
This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. The purpose of this report is to seek Community Council approval for temporary traffic by-law amendments on Rosemount Drive, Comstock Road and Sinnott Road. The traffic by-law amendments are required to accommodate safe traffic movements and the re-routing of TTC bus service during construction work and partial road closures at the intersection of Eglinton Avenue East and Birchmount Road. The temporary traffic by-law amendments are required from June 15, 2019 to August 30, 2019.

Speed Limit - Biscayne Boulevard
This report is about a matter that Community Council has delegated authority from City Council to make a final decision. The purpose of this staff report is to advise on the feasibility of installing a 40 km/h speed limit on Biscayne Boulevard between Pharmacy Avenue and Victoria Park Avenue. The 40 km/h speed limit is justified based on the Pedestrian Environment portion of the 40 km/h speed limit warrant as per City Council Policy.

This staff report is about a matter which Community Council has delegated authority from City Council to make a final decision. Transportation Services is requesting approval from Scarborough Community Council to introduce overnight on-street permit parking on Pringdale Gardens Circle, east of Danforth Road, on a street name basis, under the operating hours of 12:01 a.m. to 7:00 a.m., seven days a week. Area residents requested the implementation of overnight on-street permit parking on Pringdale Gardens Circle to accommodate their long term parking needs without being subject to tagging by Parking Enforcement Officers.

U-Turn Prohibition - Alexmuir Boulevard
This staff report is about a matter that the Community Council has delegated authority from City Council to make a final decision. This report recommends the installation of a U-Turn prohibition on Alexmuir Boulevard, between Valdor Drive and Carolbreen Square. The prohibition will reduce conflicts between all users and improve safety along this section of Alexmuir Boulevard which is a collector road in the vicinity of Alexmuir Junior Public School and St Marguerite Bourgeoys Catholic School.

Pedestrian Crossing Protection Review - Milner Avenue and Executive Court/Mid-Dominion Acres
As the result of a legal claim, Transportation Services staff reviewed the feasibility of installing traffic control signals, or a pedestrian crossover at the intersection of Milner Avenue at Executive Court and Mid Dominion Acres. This report recommends that neither traffic control signals, nor a pedestrian crossover be approved at the intersection of Milner Avenue and Executive Court/Mid-Dominion Acres, as the existing conditions do not meet the warrants for the installation of such traffic control devices.

This report recommends that a Pedestrian Crossover (PXO) not be installed on Holmfirth Terrace at Vanwart Drive as the existing conditions do not meet the warrant for the installation of such a traffic control device. Traffic Control Signals Review - Morningside Avenue and Cumber Avenue/Fordover Drive
Further to a request from Councillor Paul Ainslie, Transportation Services staff reviewed the feasibility of installing traffic control signals on Morningside Avenue at Cumber Avenue and Fordover Gate. This report recommends that traffic control signals not be approved at the intersection of Morningside Avenue and Cumber Avenue and Fordover Drive as the existing conditions do not meet the warrant for the installation of traffic control signals at this time. Currently, this location is controlled by a stop sign for eastbound traffic on Cumber Avenue and a stop sign for westbound traffic on Fordover Drive. A pedestrian crossover (PXO) is located on the north side of the intersection.

Currently, parking is prohibited from 8:00 a.m. to 4:00 p.m., Monday to Friday on the east side of Upper Rouge Trail.

Request to name the soccer field in Ellesmere Park to honour Tom Gribilas
This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended to be inconsistent with the City of Toronto Property Naming Policy. On January 30, 2019, a request was received to name the soccer field located in Ellesmere Park, 20 Canadian Road, to Tom Gribilas Soccer Field. The Parks, Forestry and Recreation Division has reviewed the Council approved City of Toronto Property Naming Policy and the proposal, and acknowledges Tom Gribilas' significant contributions to the soccer community in Scarborough, however, this proposal does not meet a requirement in the Council approved Property Naming Policy, specifically section 3.8.7,"Criteria to Name or Rename a City Property" which indicates: "Names of recent events or recently deceased individual may be considered after two years". Mr. Gribilas passed away June 5, 2018, therefore this request cannot be recommended by the Division. Parks, Forestry and Recreation recommends that this report be received for information. Community Council may bring the naming proposal forward at such time when the proposal is in compliance with all of the criteria set out in the Property Naming Policy and not require approval by City Council; or, Community Council may bring forward the naming proposal through a recommendation to City Council requesting an exception to the Property Naming Policy.
