City Council on May 14 and 15, 2019, adopted the following: 1. City Council waive Section 3.8.7 "Criteria to Name or Rename a City Property" of the Property Naming Policy, which states that "Names of recent events or recently deceased individual may be considered after two years." 2. City Council name the soccer field located in Ellesmere Park at 20 Canadian Road "Tom Gribilas Soccer Field".

This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended to be inconsistent with the City of Toronto Property Naming Policy. On January 30, 2019, a request was received to name the soccer field located in Ellesmere Park, 20 Canadian Road, to Tom Gribilas Soccer Field. The Parks, Forestry and Recreation Division has reviewed the Council

approved City of Toronto Property Naming Policy and the proposal, and acknowledges Tom Gribilas' significant contributions to the soccer community in Scarborough, however, this proposal does not meet a requirement in the Council approved Property Naming Policy, specifically section 3.8.7,"Criteria to Name or Rename a City Property" which indicates: "Names of recent events or recently deceased individual may be considered after two years". Mr. Gribilas passed away June 5, 2018, therefore this request cannot be recommended by the Division. Parks, Forestry and Recreation recommends that this report be received for information. Community Council may bring the naming proposal forward at such time when the proposal is in compliance with all of the criteria set out in the Property Naming Policy and not require approval by City Council; or, Community Council may bring forward the naming proposal through a recommendation to City Council requesting an exception to the Property Naming Policy.
