This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends prohibiting standing from 9:00 a.m. to 10:00 p.m., Saturday, Sunday, and public holidays from May 1 to September 30 of each year, on one side of residential streets in the Bluffers Park neighbourhood, namely: Thatcher Avenue, Larwood Boulevard, St. Quentin Avenue, Gradwell Drive, Barkdene Hills, Redland Crescent East and Redland Crescent West.

As a result of requests from Councillor Crawford's office, area residents and Parks, Forestry & Recreation Division, Transportation Services staff reviewed the traffic and parking operations in the Bluffers Park neighbourhood. In order to mitigate traffic and parking congestion during the Park's seasonal weekends and public holidays, staff recommends prohibiting standing on one side of the residential streets that are negatively impacted by the overwhelming number of people visiting Bluffers Park and parking on residential streets for extended periods. Visitors to the park are continuously parking on both sides of neighbourhood streets blocking residential driveways and preventing safe and two-way traffic movements as well as access/egress maneuvers by local residents and Emergency Services.

The Acting Director, Traffic Management, Transportation Services, recommends that: 1. Scarborough Community Council rescind the existing parking prohibition in effect from 9:00 a.m. to 4:00 p.m. Saturday, Sunday and public holidays, on the west side of Thatcher Avenue, from Barkdene Hills to Kingston Road. 2. Scarborough Community Council prohibit standing from 9:00 a.m. to 10:00 p.m. Saturday, Sunday and public holidays from May 1 to September 30 of each year, on the west side of Thatcher Avenue, from Barkdene Hills to Kingston Road.
