2130 Morningside Avenue Zoning By-law Amendment Application - Final Report
This application proposes to amend the Morningside Heights Community Zoning By-law to permit the development of the subject lands at 2130 Morningside Ave with seven commercial-retail buildings, including drive-through facilities, a vehicle fuel station and a vehicle washing establishment. The application also proposes to expand the list of permitted uses on the subject lands to permit all uses in the Commercial Local (CL) Zone in the City of Toronto Zoning By-law 569-2013, as amended in addition to drive-through facilities and a vehicle washing establishment. A total gross floor area of 3 250 square metres is being proposed along with a minimum of 140 surface parking spaces. The proposed development is consistent with the Provincial Policy Statement (2014) and conforms to the Growth Plan for the Greater Golden Horseshoe (2017). The development of the subject lands with a mix of employment uses, small scale retail and service uses is appropriate and integrates well into the surrounding business and residential community as provided for by the Morningside Heights Secondary Plan while complying with applicable urban design guidelines. This report reviews and recommends approval of the application to amend the Zoning By-law.

This report provides information and identifies a preliminary set of issues regarding the application located at 1920-1940 Eglinton Avenue East, 880-900 Warden Avenue and 20-50 Ashtonbee Road. Scarborough Centre Focused Review - Phase 1 Status Update Report
The purpose of this report is to provide Scarborough Community Council with a status update on the Scarborough Centre Focused Review (SCFR) Study (refer to Attachment 1 for Study Area boundaries) and to table the final consultant report for Phase 1. In consultation with staff from other City Divisions and Agencies, City Planning (Scarborough District) staff worked with a multi-disciplinary consultant team, The Planning Partnership (TPP), to advance Phase 1 of the SCFR. This first phase of the Study focused on data collection and analysis, and synthesizing work completed to date. Outcomes included the identification of: a vision and principles; opportunities and challenges; an emerging public realm framework and character areas and corridors; and a series of big moves that are further articulated in a more detailed Preliminary Public Realm Plan. The work completed as part of Phase 1 will be used to guide and inform future phases of the SCFR.

Traffic and Parking Amendments: Kingston Road, Brimley Road and Barkdene Hills
As the Toronto Transit Commission (TTC) operates a transit service on Brimley Road, Kingston Road and Barkdene Hills, City Council approval of this report is required. As a result of requests from Councillor Crawford's office, area residents and Parks, Forestry & Recreation Division, Transportation Services staff reviewed the traffic and parking operations in the Bluffers Park neighbourhood. In order to mitigate traffic and parking congestion during the Park's seasonal weekends and public holidays, staff recommend that City Council prohibit southbound through and westbound left turn movements at the intersection of Kingston Road and Brimley Road from 9:00 a.m. to 10:00 p.m., Saturday, Sunday and public holidays from May 1 to September 30, buses excepted and also to prohibit standing on the south side of Barkdene Hills from Brimley Road to Brooklawn Avenue and on both sides of Brimley Road between St Clair Avenue and Kingston Road. The recommended changes will create better sight lines for pedestrian and vehicles in the vicinity of Bluffers Park and help to mitigate traffic congestion during the peak summer weekends and public holidays when Bluffers Park usage is at its peak.

This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends prohibiting standing from 9:00 a.m. to 10:00 p.m., Saturday, Sunday, and public holidays from May 1 to September 30 of each year, on one side of residential streets in the Bluffers Park neighbourhood, namely: Thatcher Avenue, Larwood Boulevard, St. Quentin Avenue, Gradwell Drive, Barkdene Hills, Redland Crescent East and Redland Crescent West. As a result of requests from Councillor Crawford's office, area residents and Parks, Forestry & Recreation Division, Transportation Services staff reviewed the traffic and parking operations in the Bluffers Park neighbourhood. In order to mitigate traffic and parking congestion during the Park's seasonal weekends and public holidays, staff recommends prohibiting standing on one side of the residential streets that are negatively impacted by the overwhelming number of people visiting Bluffers Park and parking on residential streets for extended periods. Visitors to the park are continuously parking on both sides of neighbourhood streets blocking residential driveways and preventing safe and two-way traffic movements as well as access/egress maneuvers by local residents and Emergency Services.

School Zone Parking Regulations - Fundy Bay Boulevard
This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. This report recommends parking regulation changes to reduce traffic congestion on the east side of Fundy Bay Boulevard in the area of Dr. Norman Bethune Collegiate Institute and David Lewis Public School. The changes include the installation of 10 minute short-term parking to replace the existing school bus loading zone on the east side of Fundy Bay Boulevard. Currently, there are stopping prohibitions on the west side and default three-hour parking along with School Bus Loading Zone on the east side of Fundy Bay Boulevard.
Scarborough Community Council: 1. Rescinded the existing stopping prohibition in effect at all times on the east side of Fundy Bay Boulevard, between a point 20 metres south of Bamburgh Circle and a point 5 metres further south. 2. All-Way Stop Control Review - Bridletowne Circle and Brookmill Boulevard
This staff report is about a matter that the Community Council has delegated authority from City Council to make a final decision. This report recommends that the Community Council to not authorize the installation of an all-way stop control at the intersection of Bridletowne Circle and Brookmill Boulevard as the existing conditions do not meet the warrant for the installation of such a traffic control device. This T-type intersection currently has a stop control for the westbound movement on Brookmill Boulevard facing Bridletowne Circle.

This staff report is about a matter that Community Council has delegated authority to make a final decision. Transportation staff have reviewed the need for traffic calming on Brookmill Boulevard, between Bridletowne Circle and La Peer Boulevard. The request is as a result of the Councillor and residents' concerns regarding the speed of vehicles on Brookmill Boulevard. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied. Therefore traffic calming should not be installed on Brookmill Boulevard in the vicinity of Brookmill Boulevard Junior Public School.
Scarborough Community Council: 1. Waived the petition and polling requirements of the Traffic Calming Policy and authorized the installation of traffic calming/one speed hump on Brookmill Boulevard, between Bridletowne Circle and La Peer Boulevard. 2. Directed the City Solicitor to prepare a by-law to alter the roadways of Brookmill Boulevard between Bridletowne Circle and La Peer Boulevard, for traffic calming purposes, generally as shown on the Location Plan in Attachment 2, entitled, "Location Plan: Traffic Calming Review - Brookmill Boulevard", attached to the report (April 30, 2019) from the Acting Director, Traffic Management, Transportation Services. 3. Directed Transportation Services to take the necessary actions to reduce the speed limit from 40 km/h to 30 km/h on Brookmill Boulevard between Bridletowne Circle and La Peer Boulevard. 4. Prohibited eastbound and westbound U-turn movements at all times on Brookmill Boulevard between Bridletowne Circle and La Peer Boulevard.

Transportation staff have reviewed the need for traffic calming on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive and on Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate. The request is as a result of the Councillor and residents' concerns regarding the speed of vehicles. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied on either street. This prohibition will reduce conflicts between all users and improve safety along this section of Orton Park Road, which is a minor arterial road in the vicinity of Henry Hudson Senior Public School, a dog park, and Botany Hill Park.
