Over the summer my office was involved in trying to remedy a situation that had arisen at a property on Ravina Crescent. The previous owners had constructed a raised flower bed, not obstructing the sidewalk or driveway, yet the flower bed technically covered a small part of the City's Right of Way. After reviewing the matter I believe that conducting enforcement in this instance would be a disproportionate response and
