With the introduction of pay-and-display parking on the south side of Russell Street, the University of Toronto has been experiencing difficulties entering and exiting their loading docks located on the north side of the street as well as conducting other delivery/shipping activities. As a result, two-way traffic on this section of Russell Street is being impacted.
