In July 2018, the Etobicoke York Community Council, including the Councillor for the area at the time, Cesar Palacio, approved a boulevard café licence at 1312 St. Clair Avenue West (Belvedere Bar and Grill). The boulevard café licence was approved despite Municipal Licensing and Standards recommending refusal in a staff report dated June 14, 2018 and a petition from area residents also requesting that the licence not be granted.

In his communications to City staff, the former Councillor highlighted that he erroneously supported the issuance of the boulevard café licence at this location because there was an oversight on the part of his office, whereby the petition did not get to him on time. As a result, he was unable to submit it on time to the City Clerk. The former Councillor further highlighted that had the resident petition been forwarded to him on time, he would have voted against the boulevard café licence in question. Area residents continue to contact my office with concerns over this boulevard café licence. Given these concerns, I am asking that Municipal Licensing and Standards staff report back in June 2019 on the overall use of this licence.
