Toronto-Ontario Transit Partnership - Status Update

2. City Council request the Province of Ontario to require a full, formal Transit Project Assessment Process, as detailed in the current Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings (Transit Projects Regulation) and the Environmental Assessment Act, for the Ontario Line. 3. City Council request the Province of Ontario, if it makes changes to environmental assessment legislation for the delivery of transit projects, to retain the best practices and community consultation principles that are foundational to the Transit Project Assessment Process. 4. City Council request Metrolinx, in the environmental assessment process for the Ontario Line, to consider alternatives for the technology, station locations and alignment, including putting underground those sections proposed to be above ground in the Ontario Line Initial Business Case. 5. City Council direct the City Manager to include in the negotiation of Toronto-Ontario Transit Partnership agreements with the Province, a provision for Provincial funding and/or programs to mitigate the impacts of construction on small and medium-sized enterprises, including options for compensation for lost business. 6. City Council request the City Manager to negotiate with the Province of Ontario to accelerate the three-stop Scarborough Subway. 7. City Council direct the Deputy City Manager, Infrastructure and Development Services, in the formulation of any agreements between the City and the Province related to the approval process for Transit Oriented Development, to ensure that the following principles are included: a. the City's land use authority and responsibility for planning approvals are respected; b. Transit Oriented Development project sites are appropriately scoped as properties above or in close proximity to transit stations with development directly related to the transit stations; and c. Transit Oriented Development proposals take into account potential adverse precedents and implications for other development sites. 8. City Council request the City Manager to write to Infrastructure Ontario and Metrolinx requesting them to make public all of the preliminary reports, studies and all related information used in the development of the Ontario Line Initial Business Case, and if any of these documents in whole or in part are deemed confidential and cannot be made public, that they be released to the City Manager. 9. City Council request the City Manager to report to City Council on each of the "four provincial priority projects" when sufficient information is made available by the Province of Ontario.
