The purpose of this staff report is to seek City Council approval of 114-120 Church Street & 59 Richmond Street East Public Art Plan. The Plan, which is included as Attachment 1 of this report, outlines the method by which the owner will commission public art within the public park to be conveyed to the City as part of the development. The Public Art Plan provides a framework and description of the commissioning of public art including: introduction and background; owner; subject site; Indigenous site history; the section 37 agreement; development; public art approach; objectives; sites for public art; artist selection process; jury and technical review; mentorship program; community programing opportunity; estimated public art budget; schedule; and renderings.

The attached plan meets the objectives of the City Planning's Percent for Public Art Guidelines and is supported by the Toronto Public Art Commission.
