The purpose of this report is to request authority to amend Non-Competitive Blanket Contract Number 47022679 with Star Security Inc. for the provision of security guard services at various locations managed by the Shelter, Support and Housing Administration Division, in the amount of $4,223,205 net of all taxes and charges ($4,297,534 net of Harmonized Sales Tax (H.S.T.) recoveries), for the period from October 1, 2021 to December 23, 2021.

With the requested amendment, the total contract value will be increased from $22,477,606 net of all taxes and charges ($22,873,212 net of H.S.T. recoveries) to $26,700,811 net of HST ($27,170,745 net of H.S.T. recoveries). The amendment is required due to unexpected administrative delays associated with finalizing a competitive award package for Bid Award Panel approval, resulting from Request for Proposal Ariba Document Number 2991705089 provision of security guard services for various respite, refugee and shelter locations across the City of Toronto, and the execution of agreements between the City of Toronto and successful proponents. The new contracts were to have the suppliers commence work on October 1, 2021, however due to the delays, the new contracts instead have an award date of October 13, 2021. Star Security Inc. and Garda Canada Security Corporation were the successful proponents of the Request for Proposal. Upon signing the legal agreement on November 3, 2021, Star Security Inc. now has thirty (30) days to commence formal front line service beginning on December 3, 2021. However, pending a signed legal agreement with Garda Canada Security Corporation, Star Security Inc. will continue to provide service to the remaining sites under Non-Competitive Blanket Contract Number 47022679 until December 23, 2021. This amendment will also allow the City to resolve invoices from October 1, 2021 and to continue utilizing Star Security Inc. under their existing contract (Blanket Contract Number 47022679) until service under the new contract commences, ensuring that service to the various locations will continue seamlessly. The terms and conditions of the existing Non-Competitive Blanket Contract Number 47022679 with Star Security Inc. for the locations currently under that contract will continue to be honoured until December 23, 2021. The Economic and Community Development Committee's approval is required in accordance with Section 71-11.1C of the Toronto Municipal Code Chapter 71 (Financial Control By-law), where the current request exceeds the allowable threshold of $500,000 net of all applicable taxes and charges.
