The Etobicoke York Community Council: 1. Waived the polling requirement under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on South Kingslea Drive, between Kingslea Court and Park Lawn Road, approximately 60 metres west of Ivy Lea Crescent. 2. Directed the City Solicitor to prepare a by-law to alter the roadway for the installation of four speed humps on South Kingslea Drive, between Kingslea Court and Park Lawn Road, approximately 60 metres west of Ivy Lea Crescent, generally as shown on drawings numbers 421G3846 and 421G3847 dated February, 2021, and attached to the letter (March 1, 2021) from Councillor Mark Grimes.

3. Subject to approval of Recommendations 1 and 2 above, the Etobicoke York Community Council reduced the speed limit from 40 km/h to 30 km/h on South Kingslea Drive, between Kingslea Court and Ivy Lea Crescent, in conjunction with the installation of speed humps. 4. Requested Engineering and Construction Services to include part of PTP Delivery Bundle TR-ECS-21-02753 the construction of four speed humps on South Kingslea Drive, between Kingslea Court and Ivy Lea Crescent.

South Kingslea Drive, between Kingslea Court and Ivy Lea Crescent, is a local roadway programmed for reconstruction in 2021. The General Manager, Transportation Services has delegated authority to construct sidewalks on local roadways as part of a road reconstruction project, in accordance with the Missing Sidewalk Installation Policy. An overwhelming majority of residents living on South Kingslea Drive are opposed to new sidewalks being added as part of this reconstruction.

Sidewalk proposals not otherwise delegated to the General Manager, Transportation Service, or those requested by a Member of Council, are subject to decision by City Council. On September 30, 2020, City Council adopted MM24.7 which directed the General Manager, Transportation Services to not proceed with the installation of new sidewalks as part of road reconstruction on South Kingslea Drive, between Kingslea Court and Ivy Lea Crescent. A petition requesting speed humps to reduce speeds and improve pedestrian safety was submitted to Councillor Grimes in December 2020, with 23 out of 37 households in favour. This motion seeks to approve the installation of four speed humps on South Kingslea Drive, between Kingslea Court and Park Lawn Road, approximately 60 metres west of Ivy Lea Crescent, and requests Engineering and Construction Services to include them in the programmed road reconstruction project.
