City Council on May 5 and 6, 2021, adopted the following: 1. City Council receive the 2020 Annual Report from the Chair, Administrative Penalty Tribunal, in Attachment 1 to the report (April 12, 2021) from the Director, Court Services for information.

The Administrative Penalty Tribunal is an independent adjudicative body consisting of 25 public panel members referred to as Hearing Officers. Hearing Officers are appointed by City Council and provide a second, independent review and decision in a parking violation dispute. Hearing Officers have the authority to affirm, vary or cancel the decision of a Screening Officer and extend time for payment. In carrying out this mandate, the Tribunal is authorized to conduct pre-hearings and mediations.
