The Infrastructure and Environment Committee: 1. Requested the General Manager, Transportation Services to execute a Transportation Study that measures speed and other variables on Victoria Park Avenue between Biggin Court and Lawrence Avenue East during lane closures associated with watermain replacement construction, and model these delays on the entire section of Victoria Park Avenue subject to RapidTO lanes and to report back no later than April 30, 2022 to the Infrastructure and Environment Committee.

The City is proposing, through RapidTO, to eliminate 50 percent of the road capacity for private vehicles on Victoria Park Avenue. This will cause significant inconvenience and congestion to motorists and the community, as well as an increase in pollution from idling vehicles. The City is currently undertaking a significant public works project requiring lane closures on Victoria Park Avenue, generally modelling the conditions that will take place with the implementation of RapidTO.

Staff recommended
