The Etobicoke York Community Council: 1. Directed staff schedule a community consultation meeting for the application located at 15, 19, 21 and 23 Toryork Drive together with the Ward Councillor. 2. Directed that notice for the community consultation meeting be given to landowners and residents within 120 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

This report provides information and identifies a preliminary set of issues regarding the combined application to amend the Emery Village Secondary Plan, the former City of North York Zoning By-law 7623 (as amended) and city-wide Zoning By-law 569-2013 for the lands located at 15, 19, 21 and 23 Toryork Drive. The proposal would permit one residential building with a height of 29 storeys, and three mixed-use buildings with heights of 27, 36 and 38 storeys.

The proposal would result in a total gross floor area of 97,000 square metres consisting of 1,177 residential units and 870 square metres of non-residential gross floor area. An on-site parkland dedication of 1,630 square metres and a privately-owned publicly accessible space of 613 square metres are also proposed. In addition to the Official Plan and Zoning By-law amendment application, a Draft Plan of Subdivision application has been submitted to create four blocks and to establish a public road to implement the proposal. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.
