The General Government Committee: 1. In accordance with Section 71-11.1.C of the City of Toronto Municipal Code Chapter 71 (Financial Control By-Law), granted authority to amend Blanket Contract Number47024029 with FST Canada Inc. operating as Joe Johnson Equipment, in the amount of $15,427,460 net of all applicable taxes and charges ($15,698,984 net of HST recoveries) revising the current Blanket Contract value from $19,905,326 ($20,255,660 net of HST recoveries) to $35,332,786($35,954,644 net of HST recoveries).

The purpose of this report is to seek authority to amend Blanket Contract Number 47024029 issued to FST Canada Inc. operating as Joe Johnson Equipment, for the supply and delivery of Twenty-two (22) latest model Mack LR cab-over truck chassis, tandem axle, 27,488 kg (60,600 lbs) gross vehicle weight rating, complete with a 27 cubic yard automated curbside loading refuse packer body. The additional funding will allow Fleet Services to continue to support vehicle requisitions on behalf of Solid Waste Management Services.

The City of Toronto has reached an agreement to continue to provide recycling collection and management services to the residents of Toronto throughout the transition of Ontario's Blue Box Program to Extended Producer Responsibility (EPR), until December 31, 2025. As part of the agreement, the City will also continue to provide transfer and haulage of recycling materials and promotion and education services related to recycling. Solid Waste Management Services' staff are currently engaging in processes to offer the provision of Blue Box collection and management services beyond the transition phase, beginning in 2026.The vehicle replacements are critical to ensure Solid Waste Management Services can comply with its contractual service delivery obligations during transition and will be crucial should the City be engaged for the continuation of recycling collection service provision beyond 2025. Key successes and outcomes of negotiations have resulted in no impact to customer service, no job losses for City staff and full recovery of the estimated recycling costs that the City is expected to incur in its new service provider role The total value of the Blanket Contract amendment being requested is $15,427,460 net of all applicable taxes and charges ($15,698,984 net of HST recoveries) revising the current blanket contract value from revising the current Blanket Contract value from Amendment to Blanket Contract Number 47024029 Page 2 of 4 $19,905,326 ($20,255,660 net of HST recoveries) to $35,332,786 ($35,954,644 net of HST recoveries).
