City Council on December 13, 14 and 15, 2023, adopted the following: 1. City Council appoint Councillor Parthi Kandavel to the Planning and Housing Committee for a term of office ending on December 31, 2024 and until successors are appointed. 2. City Council appoint Councillor Parthi Kandavel to the following boards in place of the Member indicated, effective immediately, and for a term ending on December 31, 2024 and until a successor is appointed: a.

Toronto Preservation Board (in place of Councillor Gord Perks); b. Heritage Toronto (in place of Councillor Paula Fletcher); and c. Toronto and Region Conservation Authority (in place of Councillor Lily Cheng) 3. City Council treat the portion of the City Council meeting at which this Motion is considered as a special meeting of the Shareholder for Toronto Community Housing Corporation, and adopt the following as resolutions of the shareholder of the Toronto Community Housing Corporation: a. City Council remove Councillor Jamaal Myers as a director of the Toronto Community Housing Corporation effective immediately; and b. City Council appoint Councillor Parthi Kandavel as a director of the Corporation for a term of office ending on December 31, 2024 and until a successor is appointed.

Councillor Parthi Kandavel was elected to the office of Councillor for Ward 20, Scarborough Southwest in a by-election held on November 30, 2023. As Councillor Kandavel does not have an appointment to a Standing Committee, this motion recommends he be appointed to the Planning and Housing Committee until the end of the first half of the term. Instead of replacing a currently appointed member of the committee, the Mayor has issued a Mayoral Decision to expand the membership of that committee by one member.

This will be revisited at the half-term when committee memberships are reviewed for the second half of the term. Furthermore, this Motion recommends that Councillor Kandavel be appointed to other committees and boards in place of Members who have agreed. This will result in a more equitable distribution of workload among Members of Council. Reason for urgency: To allow the Member of Council to assume his duties as soon as possible.
