City Council on December 13, 14 and 15, 2023, adopted the following: 1. City Council appoint Sarah Farrell to the Toronto Film, Television and Digital Media Board, at pleasure of Council, for a term of office ending on November 14, 2026.

The success of this growing industry is predicated on having studio space to accommodate production. Studios are the draw for international productions, and house the tens of thousands of jobs that exist in this sector. They are a foundational asset that drives industry capacity.

The Toronto Film, Television, and Digital Media Board benefits greatly from having strong representation from studio operators. Sarah Farrell is the General Manager and General Counsel at Pinewood Toronto Studios. She has worked with the studios since 2013, joining as full-time General Counsel and Director of Human Resources in 2018. Before becoming a lawyer, she worked for over 15 years on and off stage and screen with some of Canada's most influential arts and entertainment organizations, including the Canadian Broadcast Corporation, Mirvish Productions, SUN TV, the Canadian Stage Company and the Second City Toronto. She holds a Bachelor of Arts and Juris Doctor from Queen's University.
