As a part of the Ontario Line project, Metrolinx has identified Car Park 89, located at 20 Eaton Avenue, as a preferred location to stage the construction of the Pape Interchange Station (the "Project"). A number of other City-owned properties, including 743 Pape Avenue and 25 Lipton Avenue, have also been identified as being required to support the Project. Car Park 89 has been identified by Metrolinx as the most suitable location to stage the Project given that Pape Station will be partially demolished and rebuilt within the future Pape Interchange Station and the subway tunnel will be constructed through City lands.

Metrolinx has therefore requested the use of the Toronto Parking Authority lands through the City's Real Estate Protocol for the Province of Ontario's Priority Transit Projects, which includes the Ontario Line. To facilitate the temporary closure of Car Park 89, Metrolinx is proposing to enter into a licence agreement with the City for exclusive use of the 59-space lot at 20 Eaton Avenue (Refer to Attachment 1 - Site Location Map). The licence agreement is for a term of five (5) years, with one (1) option to extend the term for up to four (4) additional years. Metrolinx has indicated it requires the entire lot as of January 2024.
