Strengthening the City of Toronto's Housing Development Capacity to Deliver Housing Faster

development and construction management services and acting as a development partner and housing provider for projects on City lands, as well as continuing to undertake the development and redevelopment of their own lands in alignment with the City's housing priorities and housing targets as set in the HousingTO 2020-2030 Action Plan and revised in Item EX9.3 adopted by City Council in November 2023. 2. City Council direct the Deputy City Manager, Development and Growth Services to negotiate and execute a Master Service Agreement between the City of Toronto and Toronto Community Housing Corporation to support Part 1 above, on terms and conditions satisfactory to the Deputy City Manager, Development and Growth Services, and in a form approved by the City Solicitor. 3. City Council request the Board of Directors of CreateTO to direct the Chief Executive Officer, CreateTO to continue to bring forward potential housing sites and opportunities to the City of Toronto, for consideration and decision, and advance work on housing opportunities at the direction of the City. 4. City Council direct the Deputy City Manager, Development and Growth Services and the Deputy City Manager, Corporate Services to negotiate and execute a Master Service Agreement between the City of Toronto and CreateTO to support Part 3 above, on terms and conditions satisfactory to the Deputy City Manager, Development and Growth Services and the Deputy City Manager, Corporate Services, and in a form approved by the City Solicitor. 5. City Council request the City Manager and the Deputy City Manager, Development and Growth Services to report to the April 14, 2025, meeting of the Executive Committee on how this new model will deliver housing faster and achieve the City's housing objectives, with an update on the set-up of the new Housing Development Office, the status and content of the Master Service Agreements, and the details of the working relationship with relevant City divisions. 6. City Council request the City Manager and the Deputy City Manager, Development and Growth Services to conduct additional consultations with housing industry stakeholders and experts, as part of the process to create the optimal service delivery model within the proposed Master Service Agreements between the City, Toronto Community Housing Corporation and CreateTO. 7. City Council request the Executive Director, Development Review, in consultation with the Chief Executive Officer, Toronto Community Housing Corporation, to address the long delays on delivering the public benefits of the revitalization of the Lawrence Heights community, by conducting a City-initiated rezoning process through the Priority Development Review Stream to expedite the delivery of urgently needed new housing and associated community infrastructure. 8. City Council request the Deputy City Manager, Development and Growth Services to work with the local Councillor, relevant City divisions and the Toronto Community Housing Corporation, to create and deliver a Lawrence Heights Revitalization 'Project Charter', which would set out specific timelines and actions to deliver the future phases revitalization. 9. City Council request the Mayor, in consultation with the City Solicitor, to determine whether any of the provisions of Part VI.1 of the City of Toronto Act, 2006, Special Powers and Duties of the Head of Council, enable her to expedite the delivery of urgently needed affordable housing for City-wide projects to be delivered on City-owned land and/or with qualifying non-profit housing service providers on public land.
