Process for Award of Negotiable Request for Proposal Document Number 4053424337 for the Construction of Two New Fully Electric Ferry Vessels

of construction, delivery, commissioning and warranty of two new fully electric ferry vessels (RoPax and Pax Vessels), for a fixed period of four and a half years from the date of award, in accordance with the terms and conditions as are satisfactory to the General Manager, Parks, Forestry and Recreation and the Chief Procurement Officer, and all in a form satisfactory to the City Solicitor, subject to approval of additional funds for the Ferry Fleet Replacement Capital Project in Parks, Forestry and Recreation's 2024 Capital Budget and 2025 - 2033 Capital Plan. 2. City Council direct the City Manager, in collaboration with the Executive Director, Corporate Real Estate Management, the Chief Executive Officer, CreateTO, the General Manager, Parks, Forestry and Recreation, and other City Divisions and Agencies as needed, to report to the October 1, 2024 Executive Committee meeting with a comprehensive work plan for the infrastructure works required at Jack Layton Ferry Terminal and Toronto Islands; this work plan must bring together all elements of the Request for Proposals to complete the work required for the shoreside infrastructure including but not limited to: the design strategy and schedule, identification of feasibility assessments and plan for completion, construction plan and timelines, resource planning, permit and approval requirements, and approach to quality management and control, all clearly identified with specific project timelines; such work plan will: a. ensure alignment with the scheduling for shoreline infrastructure work with the delivery of the first new ferry vessel; b. accommodate the new ferry vessels, including charging and electrical infrastructure; and c. include collaboration with Toronto Hydro on the timely delivery of related upgrades to Toronto Hydro infrastructure. 3. City Council request the General Manager, Parks, Forestry and Recreation, to explore opportunities to lease or otherwise retain relief vessels to provide additional service to and from Toronto Island while the new ferries are being procured.
