Contract Award - 2025 Electric Vehicle Charging Infrastructure (2024-CS-VAR-D50.1, 2024-CS-VAR-D50.2, and 2024-CS-VAR-D50.3)

In 2025, and consistent with our growth strategy, the Toronto Parking Authority will advance its off-street EV charging portfolio by installing an additional 60 to 85 EV chargers at 13 new locations. This investment broadens our geographic footprint across the city positioning Green P as the preferred destination for EV charging in Toronto. It also increases the mix of Level 3 Fast Chargers to support emerging customer demand for faster charging options in both the B2C and B2B channels. Concurrently, and where feasible, we will selectively upgrade existing locations to better align charging capacity with evolving market trends. This report serves two primary purposes. First, it seeks authorization from the Toronto Parking Authority Board of Directors to award three contracts for construction services essential to the support the installation of 60 to 85 chargers at 13 new locations in 2025. Second, and in support of the EV chargers deployments, 11 of the off-street locations require significant electrical upgrades to support the activation of the EV charging infrastructure. As Toronto Hydro-Electric Systems Limited (THESL) is the sole authorized utility provider for this work, we are requesting approval to issue a $2.2 million purchase order to Toronto Hydro-Electric Systems Limited for the required upgrades. As the Toronto Parking Authority expands and enhances its EV charging network, we will continually assess customer demand, monitor asset performance, and remain vigilant to ensure sustainable financial performance. The aforementioned deployment strategy is aligned with the objectives prescribed in the City's EV Charging Strategic Framework led by the Environment and Climate Division. Additionally, in consultation with other city divisions and stakeholders, the Toronto Parking Authority is developing a pipeline of locations for on-street EV charger installations. For 2025, 38 potential sites have been identified, with 5 locations already confirmed for a total of 10 chargers. This project is expected to be executed under the President's Delegation of Authority.

The Board of Directors of Toronto Parking Authority provide authority to the President, Toronto Parking Authority, to award the Contractor Contract for 2024-CS-VAR-D50.3, to Bevcon Construction & Paving Ltd., having submitted a lowest compliant bid and meeting all specifications in conformance with the Construction Tender requirements. 4. The Board of Directors of Toronto Parking Authority provide authority to the President, Toronto Parking Authority, to issue a Purchase Order to Toronto Hydro Electrical Systems Limited in the amount of $2,200,000.00 excluding HST for electrical upgrades required for the development of Toronto Parking Authority's off-street EV charging network in 2025.
