Update: City-Wide Approach to Public EV Charging

Toronto Parking Authority's off-street EV charging rollout plan is informed by the 2022 EV Charging Strategy and Deployment Plan prepared by Dunsky on behalf of Toronto Parking Authority. This report includes a jurisdictional review of best practices, customer segments, existing and future EV ownership, a pricing strategy and financial assessment. At the direction of City Council, Toronto Parking Authority assumed the responsibilities for operating, maintaining and further expanding the City's network of on-street EV chargers. Delivering against these responsibilities, Toronto Parking Authority has deployed 50 on-street EV chargers and purchased a further 47 on-street chargers from THESL, together adding a further 97 chargers to the network operated by Toronto Parking Authority. During the past three years, Toronto Parking Authority has established Canada's largest municipally-owned EV charging network, with 445 chargers across 84 locations. During this time, we have provided over 140,000 charging sessions to more than 23,000 customers, and we expect to deliver close to 200,000 sessions in 2025. This blend of incremental parking and charging revenue makes the Toronto Parking Authority EV charging program one of the few profitable EV charging programmes in North America. As industry leaders in the deployment and operation of EV charging solutions, Toronto Parking Authority's network of on and off-street EV chargers fits within a broader City-Wide approach to public EV charging that is being developed by the Environment and Climate Division. This approach was the subject of a September 16, 2024 report considered by City Council at its October 9, 2024 meeting and includes several recommendations that impact Toronto Parking Authority. The City-Wide Approach proposes a model of cross-corporate coordination to advance EV infrastructure asset planning until the year 2030 and clarifies the City's role with respect to EV infrastructure provision based on initial technical analysis. Included in the proposal is a governance structure that optimizes City-owned assets (in the form of properties including lands and buildings) through a centralized approach led by the Environment and Climate Division (E&C), including financial planning of EV infrastructure assets and Toronto Parking Authority's expertise in the delivery, operation and maintenance of public-facing chargers. The Executive Director, Environment and Climate Division will provide a presentation to the Board about the implementation of the Council-approach City-Wide Approach to public EV charging.
