The Toronto and East York Community Council: 1. Authorized the installation of traffic calming (speed humps) on Concord Avenue, between Hallam Street and Dupont Street. 2. Directed the City Solicitor to prepare a By-law to alter the roadway for the installation of three speed humps on Concord Avenue, between Hallam Street and Dupont Street, generally as shown on Attachment 1 to the letter (September 23, 2024) from Councillor Alejandra Bravo.

Residents along Concord Avenue, between Hallam Street and Dupont Street, have contacted my office to share concerns about speeding vehicles travelling through their neighbourhood. A large section of Concord Avenue has received traffic calming measures in recent years, except for this area. This gap has created issues for residents, who have stressed the need for immediate action to improve traffic safety. In a survey conducted by my office, residents overwhelmingly supported the installation of speed humps as a proposed traffic calming measure.

This safety improvement will work alongside recently approved changes in the area, including the installation of all-way stop control at Concord Avenue and Hallam Street and a speed limit reduction along Hallam Street.

It is recommended that: 1. Toronto and East York Community Council authorize the installation of traffic calming (speed humps) on Concord Avenue, between Hallam Street and Dupont Street. 2. Toronto and East York Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of three speed humps on Concord Avenue, between Hallam Street and Dupont Street, generally as shown on the attached Drawing No. TC-258, dated August 2024 from the Director, Traffic Management, Transportation Services.
