City Council on June 25 and 26, 2025, adopted the following: 1. City Council direct the City Clerk to advise the Registrar of the Alcohol and Gaming Commission of Ontario that the issuance of a liquor licence adding for the outdoor area for Region Food and Bar, 4208 Dundas Street West (the "Premises"), is not in the public interest having regard to the needs and wishes of the residents unless conditions are placed on the licence, and that the Registrar should issue a Proposal to Review the liquor licence application.

2. City Council recommend that the Alcohol and Gaming Commission of Ontario be requested to provide the City of Toronto with an opportunity to participate in any proceedings with respect to the Premises. 3. City Council authorize the City Solicitor and to attend all proceedings before the Alcohol and Gaming Commission of Ontario and the Licence Appeal Tribunal in this matter and be directed to take all necessary actions so as to give effect to this Motion, including adding conditions to any liquor licence issued for the Premises.

In July 2023, an application to the Alcohol and Gaming Commission of Ontario (AGCO) was submitted for a liquor licence for the premises at 4208 Dundas Street West to operate under the name Marche Leo's Market (the "Premises"). The Application was for an indoor area only with a proposed capacity of 120 patrons. No objections were submitted for this liquor licence application, but the licence has not yet been issued by the AGCO.

In May 2025, an application to add an outdoor licensed area to the Premises was submitted to the AGCO with a proposed capacity of 88 patrons, with the operating name of the Premises to be changed to Region Food and Bar. The Premises is located within a residential midrise building and there are concerns that a licenced outdoor area with a capacity of 86 patrons may disturb residents living within this building. The application for the addition of an outdoor licenced area is not in the public interest, unless the concerns of the residents are addressed. The Registrar of the AGCO should be requested to issue a Proposal to Review the liquor licence application. The application to add the licenced outdoor area to the Premises is not in the public interest unless certain conditions, addressing the concerns of the community, are attached to the licence. This matter is urgent as the placard deadline for objections is June 16, 2025.
