License Agreement with Metrolinx - Temporary Closure of Car Park 17 (716 Pape Avenue)

This has been requested pursuant to the City of Toronto's Real Estate Protocol for the Province of Ontario's Priority Transit Projects, which includes the Ontario Line. Car Park 17 is a 74 space surface car park, which saw approximately 74,306 transactions in 2024. There are 8 additional Green P parking facilities within an estimated 800 metre radius of Car Park 17, with approximately 350 spaces. These specific locations are included on page 6 of this report, under Parking Supply Impacts. As the project lead, Metrolinx is responsible for the consultation meetings in the neighbourhood. Participants at these meetings include the local Business Improvement Area, residents' associations, elected officials and others. Toronto Parking Authority understands the Ward Councillor has been advised by the City and Metrolinx that the subject property is required. Due to the significant construction impacts of the Ontario Line on the availability of paid parking in Ward 14, Toronto Parking Authority is exploring opportunities to add paid parking spaces elsewhere in the Pape/Danforth community. Management is reviewing options to add new on-street paid parking spaces in the Ward and will consult with both the Ward Councillor and Transportation Services. Metrolinx is proposing to enter into a Licence Agreement with the City of Toronto (the "City Licence") for exclusive use of the Car Park. The Licence Agreement is for a term of five (5) years, with one (1) option to extend the term for up to four (4) additional years. If approved, Toronto Parking Authority will decommission the entirety of the Car Park in preparation of the temporary closures in January 2026. In support of the Pape Interchange Station project, Car Park 89 (20 Eaton Avenue) is already the subject of a Licence Agreement between the City and Metrolinx and was decommissioned by Toronto Parking Authority in January 2024. It has been turned over to Metrolinx in accordance with the terms of a Licence Agreement for a term of five (5) years, with one (1) option to extend the term for up to four (4) additional years. In July 2024, Board approval was also given for Metrolinx to enter into a Licence Agreement with the City for the temporary closure of Car Park 137 (77 Gough Avenue) for a term of five (5) years, with one (1) option to extend the term for up to four (4) additional years. This temporary closure is expected to proceed in January 2026. Also in July 2024, Board approval was given for Metrolinx to temporarily close Car Park 90 (17 Eaton Avenue) for the project, but they have since removed this location from their project scope.
