On the agenda

As the city filed it

On September 20, 2022 a Zoning By-law Amendment application was submitted to permit a 64-storey (217 metres, including mechanical penthouse) mixed-use building containing 514 dwelling units. The application was deemed complete on March 31, 2023. This Report reviews and recommends refusal of the application to amend the Zoning By-law as the proposed building massing, including tower setbacks, is not acceptable and the proposed development does not conserve the cultural heritage value of the on-site or adjacent heritage properties.

Therefore, the proposed Zoning By-law Amendment does not conform with the policies of the Official Plan, including the Downtown Plan and SASP 517, and does not meet the intent of the Tall Building Design Guidelines.
