Candidate's biography: Stephen Scharbach Stephen Scharbach is a lifelong resident of Toronto. He attended Malvern Collegiate Institute before pursuing undergraduate studies at Victoria College, University of Toronto. He later earned a law degree from the University of Ottawa and was called to the Bar of Ontario. Stephen practiced law for many years with Ontario's Ministry of the Attorney General, where he provided legal advice and represented provincial ministries, agencies, and commissions before tribunals and courts. In 2017, he was appointed as a part-time member of the Licence Appeal Tribunal, presiding over licensing hearings under several provincial statutes. More recently, he was appointed by York Region as a hearings officer for its Administrative Penalty Tribunal.
