Ontario-Toronto New Deal - Advancing the Upload of the Don Valley Parkway and Frederick G. Gardiner Expressway to the Province

City Council approve in principle the terms of the Provincial Term Sheet contained in Confidential Attachment 2 to the supplementary report (June 22, 2026) from the City Manager and authorize the City Manager and their designates, and the Chief Financial Officer and Treasurer, to continue negotiations with the Ministry of Transportation on the implementation of the upload of the Expressways, and to report to Council to seek any authority as may be necessary to implement the Provincial Term Sheet. 3. City Council direct the City Manager and their designates, in consultation with the City Solicitor and the General Manager, Transportation Services and other staff as required, to engage relevant City agencies, commissions and corporations, as may be required, to further develop the terms of the Expressways upload, and to enter into any agreements with such City agencies, commissions and corporations as may be required to do so. 4. City Council direct the City Manager and their designates, in consultation with the City Solicitor, the General Manager, Transportation Services, the Chief Planner and Executive Director, City Planning, and other staff as required, to propose a framework for continuing public space improvements, accessibility, connectivity and placemaking initiatives, including the City Council approved Under Gardiner Public Realm Plan and other public realm improvement initiatives to aid in negotiations with the Ministry of Transportation regarding the implementation of the upload of the Expressways. 5. City Council direct that Confidential Attachments 1, 2, and 3 to the supplementary report (June 22, 2026) from the City Manager remain confidential at this time, as they contain information explicitly supplied in confidence to the City of Toronto by the Province of Ontario. 6. City Council authorize the public release of Confidential Attachments 1, 2, and 3 to the supplementary report (June 22, 2026) from the City Manager at the discretion of the City Manager following the upload of the Don Valley Parkway and Frederick G. Gardiner Expressway to the Province of Ontario. Confidential Attachments 1, 2, and 3 to the supplementary report (June 22, 2026) from the City Manager remain confidential at this time in accordance with the Toronto Municipal Act, 2006, as they contain information explicitly supplied in confidence to the City of Toronto by the Province of Ontario. Confidential Attachments 1, 2, and 3 to the supplementary report (June 22, 2026) from the City Manager will be made public at the discretion of the City Manager following the upload of the Don Valley Parkway and Frederick G. Gardiner Expressway to the Province of Ontario.
