City Council on May 20 and 21, 2026, adopted the following: 1. City Council refuse the application to amend the Official Plan and former City of Etobicoke Zoning Code to permit the proposed development at 2-4 Mendota Road. 2. In the event of an appeal to the Ontario Land Tribunal, City Council direct the City Solicitor to attend the hearing of the appeal in respect of City Council's refusal of the application to amend the Official Plan and former City of Etobicoke Zoning Code to permit the proposed development at 2-4 Mendota Road to oppose the appeal.

3. In the event of an appeal to the Ontario Land Tribunal, City Council authorize the City Solicitor to retain external consultants to provide expert opinion evidence in support of City Council's refusal of the application to amend the Official Plan and former City of Etobicoke Zoning Code to permit the proposed development at 2-4 Mendota Road.

The Director, Community Planning Etobicoke York District, recommends that: 1. City Council amend the Official Plan for the lands municipally known as 2 to 4 Mendota Road substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to this Report. 2. City Council amend the former City of Etobicoke Zoning Code for the lands municipally known as 2 to 4 Mendota Road substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to this Report.
