City Council direct the City Solicitor and appropriate City staff to attend the Ontario Land Tribunal in opposition to the current application regarding the Zoning By-law Amendment Application appeal for the lands municipally known as 2915, 2917, 2939, 2941 and 2943 Bloor Street West and to continue discussions with the applicant in an attempt to resolve outstanding issues.

On October 1, 2025, the City received an application to amend the Zoning By-law to permit a 29-storey mixed-use building, containing 423 dwelling units, including 7 rental replacement units, and 1,024 square metres of non-residential space at 2915, 2917, 2939, 2941 and 2943 Bloor Street West. On February 13, 2026, the applicant appealed the Zoning By-law Amendment application to the Ontario Land Tribunal ("OLT") citing City Council's failure to make a decision within the time frame in the Planning Act.

A Case Management Conference at the OLT is scheduled for April 28, 2026. This Report recommends that the City Solicitor with the appropriate City Staff attend the OLT hearing to oppose the application in its current form and to continue discussions with the applicant to resolve any outstanding issues.
