Authorization to Release Section 45 Funds to Parks and Recreation for McNicoll Park Basketball Court Improvements - by Councillor Shelley Carroll, seconded by Councillor Chris Moise

An external donation is also being explored through a community partner, to further support the project. While these investments are welcome and should be retained, they represent only a first step toward realizing the full potential of this site. The McNicoll Park basketball court has become an important and growing hub, where students and residents from across the neighbourhood gather to play, connect, and build community. To support the long-term renewal and enhancement of the basketball court and surrounding park area, I am requesting that City Council approve the allocation of up to $500,000.00 in Section 45 funding for capital improvements to the basketball court at McNicoll Park. This additional investment would allow the City to deliver a more complete community-focused project, with potential enhancements such as lighting, fencing, public art, and other supporting amenities that reflect the importance of this space. This funding will ensure that the project can proceed in a coordinated manner through the Parks and Recreation capital program and in accordance with applicable City policies and construction requirements.

2. City Council authorize the General Manager, Parks and Recreation, to take all necessary actions to deliver McNicoll Park Basketball Court improvement project by spring 2027. 3. City Council authorize the General Manager, Parks and Recreation, to negotiate and execute agreements with community partners to support enhancements to the basketball court at McNicoll Park, including appropriate recognition opportunities, in consultation with the Ward Councillor and subject to satisfactory agreement terms.
