Authority to Provide a Neighbour Authorization Form to the Owners of 53 Lake Shore Drive for Shoreline Retaining Wall Construction - by Councillor Amber Morley, seconded by Councillor Paul Ainslie

A portion of the new retaining wall will be located on public, crown land and the property owner has agreed that they will cover the cost of construction. As part of the review and permitting process, the property owners must include Neighbour Authorization Forms completed by adjacent landowners. Because the City owns land which abuts to the crown land at the waterfront, a completed Neighbour Authorization Form is needed from the City of Toronto. Transportation Services, who manage the adjacent city-owned land as part of Fourth Street, has reviewed the requirements and determined that they do not have the authority to complete and sign off on this form. This recommendation will provide Transportation Services with the necessary delegated authority from City Council to complete the process. Reason for Urgency: The Department of Fisheries has given the property owners of 53 Lake Shore Drive a late summer timeframe for when the shoreline work must be completed. If they cannot complete the work within that timeframe, they will not have another opportunity until 2027.
